The above referenced site was placed in the EHD Local <br /> Oversight Program (LOP) in May 1999. <br /> EHD completed the review of the Final Remedial Plan submitted by <br /> Foothill Engineering on behalf of the Sun West Liquors. The Report <br /> contained: the site history, results of the subsurface investigations <br /> performed to date, feasibility testing and proposed remedial action for <br /> groundwater cleanup. <br /> On January 9, 2003, a letter was prepared and sent regarding EHD <br /> concerns with the Final Remedial Plan. The groundwater contamination <br /> plume was not vertically defined. Prior to approval and implementation <br /> of the proposed groundwater pump and treat system, vertical delineation <br /> of impacted groundwater in the source area needed to be completed. To <br /> define soil lithology and the ve tical limits of groundwater <br /> contamination in the source area, a CPT investigation or the collection <br /> of a continuous core were recommended. Groundwater sampling in the <br /> permeable hydrogeologic units needed be performed to determine the full <br /> extent of vertical groundwater contamination. <br /> A Work Plan (WP) prepared by Foothill Engineering was submitted to EHD <br /> to conduct a CPT investigation. The WP was approved and implemented. <br /> EHD has completed review of the Foothill Engineering CPT sampling <br /> report. The soil and groundwater sample analytical results were "non- <br /> detect" for the deep intervals sampled and the vertical extent of the <br /> soil and groundwater contamination is defined. <br /> The Final Remedial Plan dated July 11, 2002 is approved and can be <br /> implemented. EHD recommends that all costs associated with this phase <br /> of work should be preapproved by t e SWRCB Cleanup Fund prior to <br /> implementation. <br />
