PHS/EHD has a contract with the California State Water Resources
Control Board to conduct a UST corrective action program. The above referenced
site was placed in the PHS/EHD Local Oversight Program (LOP) in May 1999.
We have reviewed the July 11, 2402, Final Remedial Plan submitted by Foothill
Engineering on behalf of the Sun West Liquors. The Report contains: the site
history subsurface investigation performed to date, feasibility testing
including an aquifer pump test, and proposed remedial action for groundwater
cleanup.
The groundwater contamination plume has not been vertically defined. Prior to
approval and implementation of the proposed groundwater pump and treat system,
vertical delineation of impacted groundwater in the source area must be
completed. To define soil lithology and the vertical limits of groundwater
contamination in the source area, a CPT investigation or the collection of a
continuous core are recommended approaches. Groundwater sampling in the
permeable hydrogeologic units must be performed to determine the full extent of
vertical groundwater contamination.
Please submit a work Plan to define the vertical extent of contamination by
January 15, 2003.
If you have any "further questions regardind this matter, please contact Harlin
Knoll at (209) 468-3442.
Donna Heran, .REHS, Director
Environmental Health Division
Harlin Knoll, Senior RENS
Nuel C.
