Site Description <br />Current site features, as shown on Figure 2, include the former station building in the western <br />portion of the site and four former dispenser islands in the eastern portion of the site. <br />Formerly, multiple underground storage tanks (USTs) were installed in a common basin in the <br />southern portion of the site. The site, including the former station building, has recently been <br />used as an auto repair shop. <br />Site History <br />The site was operated through approximately 1982 as a gasoline station. On information and <br />belief, the site was owned by RMRA Investment Company (RMRA) at least as early as 1964. <br />RMRA was a partnership composed of Edmond P. Rishwain, Robert J. Rishwain, Tony <br />Massod and Sam P. Abdallah. RMRA or its individual partners appear to be represented by <br />the Law Firm Rishwain & Rishwain in Stockton, California. A City of Stockton (Stockton) <br />permit application dated 14 April 1964 indicates that Caminol Company, a.k.a. Beacon Oil <br />Company, requested the undeveloped site be used as a gasoline service station. Stockton <br />issued a Use Permit to Caminol to operate a service station on 20 May 1964., <br />A Lease Settlement and' Release agreement dated 5 January 1982 was entered into by Beacon <br />Oil Company and Rishwain and others regarding a lease dated 21 July 1964. The agreement <br />stipulated that Beacon Oil Company had removed the USTs. It is unclear on what date the <br />USTs and dispensers were removed although it was probably late 1981. The EHD has no <br />record of USTs being removed from the site. <br />In or about May 1984, site ownership was transferred to Richard and Susan Cipolla. In or <br />about 1984, the site was converted to an automobile repair facility operated by the Cipollas. It <br />is unclear what chemicals or products were used by the Cipollas in their repair business, or <br />whether any products were stored in above -ground tanks or USTs. The Cipollas appear to <br />have ceased operations in or about June 2000. <br />In or about 2000, site ownership appears to have been transferred to Sayed Abdelwahed and <br />Zakia Abdelwahed. In or about 2000, the. Abdelwaheds began operating an auto repair <br />business at the site under the name ZE Auto Repair. It is unclear what chemicals or products <br />have been used by the ZE Auto Repair, or whether any products were stored in above -ground <br />tanks or USTs. <br />Previous Investigations <br />In March 2001, Environmental Remediation Technologies (ERT) performed a site inspection <br />for Stockton Mortgage. No evidence of existing USTs at the site was reported by ERT and no <br />records were found at the EHD. <br />
