RE'\ E V EV
JUN 2 3 2009
ENVIRONMENT HEALTH
Ms. Vicki McCartney PERMIT/SERVICES
Senior REHS
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, California 95202-3029
(209)468-9852
Dear Ms. McCartney:
Subject: Groundwater Monitoring Reduction Request
Earthgrains Baking Companies, Inc.
(Former Rainbo Baking Company)
2651 South Airport Way
Stockton, California 95206
Reference: Facility Site Code: 19093
June 18, 2009
Project: 62400145
On behalf of Sara Lee Bakery Group, Inc. (Sara Lee), PSC Industrial Outsourcing, LP
(PSC) is submitting this request for a reduction in the requirements for the groundwater -
monitoring program for the above referenced project site. Groundwater monitoring has
been conducted at the site since 1987. Twenty-two years of data is sufficient to assess
trends in the contaminant plume and to monitor the migration. The request is based on
the approved State Water Resources Control Board resolution on May 19, 2009.
v The current monitoring program is quarterly with some wells being monitored on an
annual basis as indicated on the attached Table 1, Current Groundwater -Monitoring
Program. PSC recommends the current quarterly groundwater monitoring be revised to
an annual program. Sampling events would be reduced to an.annual basis to occur in the 4
second quarter of each subsequent year until final site closure has been granted. In
addition , PSC recommends that the annual monitoring events only include wells MW -1; MVJ
MW-7,-12,SP-1, SP-2,IPZ-1 and PZ-2'The 14 additional wells on site routinely' rl `2
report no detectable concentrations. Well MW -12' is_ the downgradient well used to ^
monitor potential migration of the contaminant plume. 'The oxygenates MTBE, ETBE,
TAME and TBA would also be reduced from the monitoring program, since they have
historically been non -detect. The reduced groundwater -monitoring program would be as
indicated on the attached Table 2, Proposed Groundwater -Monitoring Program.
PSC INDUSTRIAL OUTSOURCING, LP.
210 West Sand Bank Road, Columbia, IL 62236
(618)281-1543 Fax(618)281-7020
