2651 Airport Way
A generalized discussion about Oxygen Releasing Compound (ORC) as opposed to AS/SVES technology
feasibility was presented in the Focused Technology Evaluation section of the RA WP. Specific data was
not provided to substantiate assertions made in this section regarding the inferior feasibility of ORC to the
AS/SVESNT remediation method. Comparison of at least two different remediation alternatives, with
specific calculations data and costs for each method, should be provided to PHS/EHD.
Prior to a pilot test, "as built" plans for the AS/SVES should be submitted to PHS/EHD with the Work
Plan. Refer to the EPA510-13-94-003 document dated October 1994 entitled, "How to Evaluate Alternative
Cleanup Technologies for Underground Storage Tank Sites" for other information that should be included
in the remediation Work Plan. Start Up and Long Term Monitoring and Evaluation Plans should be
outlined according to the above referenced EPA document.
Continue quarterly groundwater monitoring for all contaminants of concern at this site.
Contact Carol Oz, Senior REHS at (209)468-3440 if you have questions regarding this letter. Notify this
office 48 hours in advance of the next sampling event.
Donna Heran, REHS, Director
Carol Oz, Senior REHS
Site Mitigation Unit IV
cc: Marty Hartzell-CVRWQCB
Mark Milward-Philip Services Corp.
MargaLoio,HS
Supervisor
