05/13/88 WED 12:52 FAX 16182815120 PHILIP ENVIRONMENTAL Ia002
PHILIP
Industrial Service., Group
Midwest Region
Mr. Ron Rowe
San Joaquin County Public Health Services
Environmental Health Division -Site Mitigation Unit
304 E. Weber Avenue, Thad Floor
P.O. Box 388
Stockton, California 95201-0388
Dear Mr. Rowe:
May 13, 1998
Project 121382eg/125997
Subject: Proposed Groundwater Monitoring Modifications
The Earthgraias Company Facility
2651 South Airport Way — Stockton, California
As discussed during our May 13, 1998 telephone conversation, we aro proposing
modifications to our current groundwater monitoring program at the subject site. These
modifications include monitoring groundwater on a semi-annual basis, reducing the
number of monitoring wells sampled, and eliminating total petroleum hydrocarbons -
gasoline from the analytical schedule. These modifications arc proposed until San
Joaquin County and the California Regional Water Control hoard establishes oxygenate
compound guidance for UST case closure that would be applicable to this site.
Because groundwater has been monitored at this site since 1987, we are of the opinion
that continued quarterly characterization of subsurface conditions is unnecessary. We are
that monitoring wells MW -1, MW -5, MW -7, MW -8, MW -11, MW -12, and
MW -13 be sampled semi-atmually, and that samples be analyzed for BTEJC and
oxygenates compounds using modified Method 8260. We arc tentatively scheduled to
perform site groundwater monitoring on May 22, 1998, and subsequently in November
1998.
If you have any questions or comments regarding this proposal, please write or call me at
(618) 281-7173, extension 1241. Your cooperation in this matter is appreciated.
Sincerely yours,
PHILIP
SERVICES CORP.
Mark F.
