Airport Way
Stockton, CA
MAM JUL 161996
SITE CODE: 19093
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed the first and second quarter 1996 "Quarterly
Groundwater Monitoring Reports" prepared by Philip Environmental for the above
referenced site.
In the first quarter 1996 quarterly report the tables showed information on
monitoring well MW8 from the February 12, 1996 sampling event and there was no
laboratory or field data sheets to support the information. In the second
quarter 1996 quarterly report the February 12, 1996 data for MW8 was removed
from the tables. There appears to be no information from MWS for those two
quarters and there was no explanation for it's omission. Please indicate in
.future reports the reason for not including this well in the monitoring
activities.
The reports state that monitoring wells MW5 and MW7 were not sampled because
the "onsite County coordinator elected not to have groundwater samples
collected". The decision to not collect samples from these wells was made by
Philips Environmental. PHS/EHD staff was not present during the May 1996
sampling. In the future, if there is sufficient water in these wells to
collect a water sample, then a sample should be collected.
Active remediation at this site has been postponed due to anticipated changes
in remediation guidelines in California. Groundwater samples are being
diluted at the laboratory prior to analysis. In addition, the depth to
groundwater at this site has varied from 35 feet to 55 feet below grade. With
these factors in mind it is difficult to confirm that contamination levels are
decreasing with time. The cost effectiveness of actively remediating the
source area to reduce contaminant levels compared to monitoring over a long
period of time must be evaluated.
if you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret Lagorio, Lead Senior REHS
Site Mitigation Unit
c: CVRWQCB - Beth Thayer
c: Philip Environmental
A Division of San Joaquin County Heaith Care Services
