(Burlington) has reviewed the San Joaquin <br />County Environmental Health Division's (EHD) May 4, 1994, correspondence <br />to Mr. Hugo Monsanto of Campbell Taggart, Inc. regarding the subject <br />Rainbo Baking Company facility. This letter provides the information that the <br />EHD requested in their correspondence. The EHD's concerns (summarized in <br />bold type) and Burlington's responses follow. <br />Burlington reported in their April 25, 1994, "Groundwater Monitoring Well <br />Installation Report" that approximately 120 cubic yawls of <br />hydrocarbon -impacted soil, overexcavated during the 1987 removal of <br />underground storage tanks, was disposed offsite. The EHD understood that <br />this soil was placed in the northwest portion of the Rainbo property. Please <br />clarify the disposition of this soil. <br />Burlington's report of offsite soil disposal was incorrect. Information included <br />in Anderson Consulting Group's (ACG) December 19, 1991, "Problem <br />Assessment Report" for Rainbo indicates that overexcavated soil from the 1987 <br />tank removal was placed in the northwest portion of the site. Burlington <br />understands that this soil was thinly spread on the ground surface to allow for <br />volatilization and biodegradation of any hydrocarbon -impacted material, per <br />San Joaquin Air Pollution Control District guidance. <br />Please describe the method of soil cuttings disposal resulting from boreholes <br />and monitoring wells drilled during previous assessments. <br />Mr. Dan Dottai of ACG reported to Burlington that materials resulting from <br />their previous subsurface assessments were sealed in drums onsite. There <br />were no hydrocarbon odors or discoloration observed from the drummed soils. <br />ACG collected discrete soil samples from 10 drums of soil (listed as drums <br />A,B,C,D,E,F,G,I,J, and K) and composited them into two samples.
