(Former Rainbo Baking Company) <br />2651 South Airport Way <br />Stockton, California 95206 <br />The San Joaquin County Environmental Health Department (EHD) has reviewed Well <br />Destruction Work Plan, dated 20 February 2012, prepared by your consulting firm, PSC <br />Industrial Outsourcing, LP (PSC) for the above -referenced site. The work plan was <br />submitted in response to the EHD letter dated 26 January 2012 directing the submittal of a <br />scope of work proposal to destroy the twenty-three wells at this site. <br />In the work plan, PSG proposes to destroy the wells by over-drilling the well boreholes to <br />total depth and removing the well casing. Please note that the EHD expects all the contents <br />of the well, including the filter pack and grout sealant, as well as the well casing, to be <br />removed when destroying the wells by over-drilling. PSC proposes to first destroy the wells <br />with no contaminants of concern present in the groundwater, followed by the wells with <br />known petroleum contaminants in the groundwater. Based on this approach, the EHD <br />suggests that monitoring well MW -8 and air sparing well SP -5 be included in the later group <br />since low concentrations of contaminants of concern were detected in groundwater when <br />last these wells were sampled. Also, PSC proposes to grout the borehole under pressure <br />by placing a tremie rod inside the hollow -stem augers, and once the boreholes have been <br />grouted to thirty feet below ground surface (bgs), grout the remaining borehole by gravity <br />feed. Please note that if groundwater is present in the borehole above thirty feet bgs, the <br />grout must be inserted with a tremie pipe or equivalent, and not gravity fed. <br />The EHD approves the work plan with these conditions. Please note that EHD records <br />indicate that vapor well VW -1 was Installed to forty feet bgs using ten -inch augers; sparge <br />well SP -A was installed to 73 feet bgs using eight -inch augers: and the total depths for <br />monitoring wells MW -4 and MW -5 are 55 feet bgs. <br />
