Airport Way <br />Stockton, California <br />CONTAMINATION INVESTIGATION <br />Dear Ms. Hinson: <br />COMSULTAMTS, IMC. <br />0 ``Sa � 6 <br />J1lN 29198§ <br />crvvi�i� <br />PE/tJbllf/$E�RI/1Cf E <br />We are writing on behalf of our client, the Rainbo Baking Company, to inquire about the status <br />of our investigation workplan, and to express concern regarding the length of time it has taken to <br />approve continued work. Our client is concerned that migration of groundwater contamination <br />may have occured during the time the investigation has been on hold. <br />The investigation of groundwater contamination at the subject location began in July 1987. <br />Subsequent to investigative work in the spring of 1988, we conferred with Mr. Gordon Lee Boggs <br />of the Regional Water Quality Control Board regarding his recommendations for adequately <br />characterizing the site. The result of that meeting was a workplan for further investigation, which <br />was prepared for your agency on 19 September 1988. A reply to that workplan, despite numerous <br />telephone inquiries regarding its status, was not sent until 4 April 1989, a 5 1/2 month time period. <br />We had been told to expect 60 days for comments on the workplan. The 4 April 1989 reply <br />requested additional information, which was sent to your agency and the Central Valley Regional <br />Board on 8 May 1989. To this date, despite being told by Mr. Ed James at the Regional Board <br />that the 8 May submittal met his needs, we have not received a response from San Joaquin County. <br />After several recent telephone inquiries, we were informed by your staff on 13 June 1989 that the <br />workplan probably had not been reviewed, but would soon. In light of our client's concern <br />regarding possible migration of contamination, we would like to know how soon the workplan <br />amendment will be approved, along with the needed monitoring well permits.
