u
Mr. RobertTrommer
Comments on CUF Site Closure Recommendations
Page 3 of 5
December 15, 2011
review of the NFAR is pending. Assuming the report is favorable and adequate, the closure
process will be initiated following the review.
CUF Claim No. 380 (Heinz, USA, 757 E. Eleventh Street, Tracy) — Report Needed. The
EHD has directed preparation and submittal of a closure report, which is presumed to be in
preparation. Upon receipt and review, assuming a favorable and adequate report, the EHD
will initiate the formal site closure process.
CUF Claim No. 757 (former California Fuel Cardlock, 2402 Pacific Avenue, Stockton) — in
Closure Process. A site closure report has been received and is in process of review by the
EHD. Anticipating favorable and adequate information, the EHD will prepare the closure
documents and make the required notifications. The monitoring wells must still be destroyed
and certificates for disposal of IDW must be received to complete the closure process.
CUF Claim No. 2429 (former Sara Lee or Earthgrains, 2651 S. Airport Way, Stockton) — in
Final Closure Process. The EHD is in process of preparing closure documents and making
pending closure notifications. The monitoring wells must still be destroyed and certificates
for disposal of IDW must be received to complete the closure process.
CUF Claim No. 2879 (HMCC, 2537 E. Waterloo Road, Stockton) — in Final Closure
Process. The 30 -day notification to the CVRWQCB has been completed; 31 monitoring
wells must still be destroyed; and certificates for disposal of IDW must be received before a
closure letter is issued.
CUF Claim No. 2965 (General Mills, 2000 W. Turner Road, Lodi) — Report Needed.
Although marginally defined and characterized, the site appears to be closable and the EHD
has been moving in that direction. However, during the last monitoring event, .01 feet of
free product was encountered in monitoring well MW -1, but no water sample was collected
to verify the lack of volatile hydrocarbons in the water. Therefore, an additional report is
needed to properly address the free product issue. After the free product issue has been
adequately addressed, the closure process will be initiated. The monitoring wells must still
be destroyed and certificates for disposal of IDW must be received before a closure letter is
issued.
CUF Claim No. 4954 (Interstate Shell, 620 E. Charter Way, Stockton) — Report Needed.
Site appears to be ready for closure, but free product has been encountered in one well. The
EHD has directed preparation and submittal of a work plan or a report addressing the free
product issue. Submittal of the document has been delayed several times and is still
pending. Assuming this issue is adequately addressed in the near future, the monitoring
wells must still be destroyed and certificates for disposal of IDW must be received to
complete the closure process.
CUF Claim No. 5036 (Victor Road Shell, 880 Victor Road, Lodi) — in Final Closure
Process. The case closure summary is in internal review and notifications of closure
consideration will be made this month. The monitoring wells must still be destroyed and
certificates for disposal of IDW must be received to complete the closure process.
CUF Claim No. 5820 (former Chevron Station, 139 S. Center Street, Stockton) — Report
Needed. A cone penetration testing (CPT) investigation was one of the last phases of work
conducted, but a report of findings has not been submitted. The EHD believes it to be
prudent to obtain and review the report of findings prior to initiating the closure process.
Once submitted, the report will be reviewed and if favorable, the closure process will be
initiated. Monitoring wells must still be destroyed and certificates of disposal of IDW
received before a closure letter will be issued.
CUF Claim No. 7709 (Marci's Diesel, 2969 E.
Loomis
Road, Stockton) — in
closure
process. A closure report has been received
and is in
review. Assuming the
report is
favorable and adequate, the F_ HD will prepare
closure
docurnents and make
required
