V <br />1.0 INTRODUCTION <br />`r On behalf of PSC Environmental Services (PSC), ETIC Engineering, Inc. (ETIC) has prepared <br />this work plan to investigate soil and groundwater quality at the Earthgrains Baking Companies, <br />Inc. (Earthgrains) site located at 2651 South Airport Way in Stockton, California (Figure 1). <br />V <br />The objectives of this proposed subsurface investigation are to: 1) identify the source or <br />sources of residual petroleum hydrocarbon contamination and 2) further characterize the degree <br />and extent of petroleum hydrocarbons in soil and groundwater in the vicinity of three former <br />underground storage tank (UST) and apparent two oil/water separator systems at the site. To <br />achieve this objective, ETIC will perform the following activities: <br />V <br />• Drill soil borings in the vicinity of tho two former 6,000 -gallon gasoline UST <br />systems, the former 10,000 -gallon diesel UST system, two apparent oil/water <br />`+ separator systems, and the existing storm water pipeline; --.>`Wyib' rd I , r ' rneq <br />• Collect soil and groundwater samples for laboratory analyses; d <br />• Compile and evaluate hydrogeologic and laboratory analytical data; and <br />• Prepare a written investigation report for PSC. <br />The results of this investigation will be evaluated and used to develop a subsequent work plan <br />for removal of the oil/water separators and excavation of impacted shallow soil, if present. <br />Results of the investigation will also be used to complete a pilot testing work plan for <br />remediation. PSC is submitting this work plan to the San Joaquin County Environmental <br />Health Department (SJCEHD) for approval of the proposed work described below. <br />V <br />V <br />2.0 SITE BACKGROUND <br />2.1 DESCRIPTION OF THE SITE AND VICINITY <br />The site is located at 2651 South Airport Way in Stockton, California (Figure 1). The plant <br />straddles Sections 22 and 23 of Township 1 North, Range 6 East of the Mount Diablo Baseline <br />and Meridian. The Earthgrains facility is a bakery products plant formerly known as the Rainbo <br />v <br />Baking Company. <br />The developed portion of the site consists of approximately seven acres of land, which is <br />relatively flat and primarily covered with asphalt and concrete. The main facility building <br />covers approximately two acres (Figure 2A). Several shallow (less than three feet below <br />ground surface [bgs]) water lines, electrical lines, and storm water sewer lines transect the <br />`-' property.
