V 1.0 INTRODUCTION `r On behalf of PSC Environmental Services (PSC), ETIC Engineering, Inc. (ETIC) has prepared this work plan to investigate soil and groundwater quality at the Earthgrains Baking Companies, Inc. (Earthgrains) site located at 2651 South Airport Way in Stockton, California (Figure 1). V The objectives of this proposed subsurface investigation are to: 1) identify the source or sources of residual petroleum hydrocarbon contamination and 2) further characterize the degree and extent of petroleum hydrocarbons in soil and groundwater in the vicinity of three former underground storage tank (UST) and apparent two oil/water separator systems at the site. To achieve this objective, ETIC will perform the following activities: V • Drill soil borings in the vicinity of tho two former 6,000 -gallon gasoline UST systems, the former 10,000 -gallon diesel UST system, two apparent oil/water `+ separator systems, and the existing storm water pipeline; --.>`Wyib' rd I , r ' rneq • Collect soil and groundwater samples for laboratory analyses; d • Compile and evaluate hydrogeologic and laboratory analytical data; and • Prepare a written investigation report for PSC. The results of this investigation will be evaluated and used to develop a subsequent work plan for removal of the oil/water separators and excavation of impacted shallow soil, if present. Results of the investigation will also be used to complete a pilot testing work plan for remediation. PSC is submitting this work plan to the San Joaquin County Environmental Health Department (SJCEHD) for approval of the proposed work described below. V V 2.0 SITE BACKGROUND 2.1 DESCRIPTION OF THE SITE AND VICINITY The site is located at 2651 South Airport Way in Stockton, California (Figure 1). The plant straddles Sections 22 and 23 of Township 1 North, Range 6 East of the Mount Diablo Baseline and Meridian. The Earthgrains facility is a bakery products plant formerly known as the Rainbo v Baking Company. The developed portion of the site consists of approximately seven acres of land, which is relatively flat and primarily covered with asphalt and concrete. The main facility building covers approximately two acres (Figure 2A). Several shallow (less than three feet below ground surface [bgs]) water lines, electrical lines, and storm water sewer lines transect the `-' property.
