Sump Removal Work Plan dated April 12, 2007, prepared and submitted by ETIC Engineering,
Inc. (ETIC) for PSC Environmental Services (PSC) on your behalf. Please be informed that EHD
does not have regulatory authority over the removal of sumps or flow through systems. If during
removal contamination is observed, then it should be reported to EHD so that a Notification of
Hazardous Waste Discharge can be made. Any contamination found resulting from a release
from. the sumps would be under regulatory oversight of the Central Valley Regional Water
Quality Control Board or the Department of Toxic Substances Control.
EHD has reviewed Soil and Groundwater Quality Investigation Report dated February 2007,
prepared and submitted by ETIC for PSC on your behalf. In this report ETIC presents
.. lithological and analytical results associated with drilling seventeen soil borings while collecting
nine groundwater and 129 soil samples. Based on the results from this investigation and
historical soil and groundwater data, ETIC proposes to prepare a work plan to address data gaps
identified in the vertical and lateral delineation of the petroleum hydrocarbon contamination at
this site. EHD concurs with recommendations presented by ETIC that includes the evaluation of
past and present data and submittal of a work plan to address data gaps. Please submit the work
plan to EHD by September 12, 2007.
V
If you have any questions regarding this letter, please contact Vicki McCartney at (209) 468-9852
or by electronic mail at vmccartney@sjcehd.com.
V
Donna Heran, REHS, Director
Environmental Health Department
V
Victoria L.
