Mr. Werner Sicvol - 2 - 9
2 January 1998
Work Plan Addendum
The hydropunch sampling protocol to define the lateral extent of pollution should be flexible enough
to allow stepping out from identified polluted areas until the approximate nondetectable line of
pollution is defined.
2. The hydropunch sampling protocol to define the vertical extent of pollution should be as follows: If
pollution is found in the shallow zone, the mid -deep zone should be sampled. If -the mid -deep
groundwater has nondetectable concentrations of pollutants, then the vertical extent of pollution is
defined. If the mid -deep zone is polluted, the deep zone should be sampled. If the deep groundwater
has nondetectable concentrations of pollutants, then the vertical extent of pollution is defined. If the
deep groundwater is polluted, confer with Board staff regarding the next phase.
3. P-13 should be sampled at all permeable zones, i.e., at 50-60, 70-80, and 100-110 feet bgs.
15 January 1998 Meeting
During the meeting Mr. Kintzer provided a brief site history, results of past investigation, current site
status, and current and planned activities for the site. I provided my comments on the investigation
report and work plan. Mr. Kintzer adequately addressed my comments.
Also during the meeting, you provided me with approximate dates to submit deliverables for tasks being
undertaken or planned for the site. These deliverables include an investigation report on the work plan
addendum implementation, additional well installation work plan, SVE/pump-and-treat systems
installation work plan, and SVE/pump-and-treat systems installation report. Since the dates we came up
with were approximate, you suggested and I agreed, that a schedule with firm dates be sent to me at a
later time. We received your schedule dated 22 January 1998, and it is acceptable.
Summary
Mr. Kintzer adequately addressed my comments at our 15 January 1998 onsite meeting. This letter
documents those comments and serves as a basis for Mr. Kintzer's response which also should be
documented in writing. By 16 February 1998, please respond to the above comments. If you have any
questions, you may call me at (916) 255-3081 or e-mail me at isorenp@rb5s.swrcb.ca.gov.
PHILSO ENS A
Associate Engineer
PSI:psi/lsb
cc: San Joaquin County Public Health Services, Stockton
Mr. Fred Kintzer, Parsons Engineering Science, Inc., Oakland
Recycled Paper Our mission is to preserve and enhance the quality ofCali_fornia's water resources, and
ensure their proper allocation and efficient use for the benefit of present and future generations.
