BROWN JR. <br />r . <br />MAtTNEwOURI0UE2 <br />FOia A <br />OR <br />FNV ARn NFAI VRO1Ef:ilfw <br />COMMENTS ON AIR SPARGE, SOIL VAPOR EXTRACTION, AND DUAL PHASE <br />EXTRACTION TREATABILITY STUDY WORK PLAN — FIELD MAINTENANCE SHOP #24, <br />SAN JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br />reviewed the report titled Work Plan for Implementing an Air Sparge, Soil Vapor Extraction, and <br />Dual Phase Extraction Treatability Study for In -Situ Petroleum Hydrocarbon Remediation (Plan). <br />The Plan was submitted by OTIE on behalf of the California Army National Guard (CA ARNG) <br />dated December 2011 for the Field Maintenance Shop #24 located at 8020 South Airport Way <br />in San Joaquin County (Site). <br />The Site is part of a CA ARNG facility and consists of a one story building which contains <br />various maintenance features. Two former USTs (one 5,000 gallon diesel and one 10,000 <br />gallon gasoline) were removed in April 1996. Soil and groundwater samples collected after the <br />removal of the USTs indicated that the tanks had leaked. The samples contained total <br />petroleum hydrocarbons as gasoline (TPHg) and volatile organic compounds (VOCs) indicating <br />that the beneficial uses of the State's groundwater beneath the Site had been adversely <br />affected. <br />The Plan proposes to sequentially test the following three separate remedial technologies at the <br />Site: <br />• Soil vapor extraction (SVE) <br />• Air sparging (AS) <br />• Dual phase extraction (DPE) <br />The proposed SVE system consists of four wells, which will be tested for one day. Well data will <br />be analyzed for hydrocarbon mass removal rates and radius of influence. Soil gas samples will <br />be also be collected from each well and analyzed for VOCs and TPHg. <br />The proposed AS system consists of two air sparging wells, which will be tested for one day. <br />The system will be run to determine if air can be effectively distributed into the saturated zone. <br />Multiple existing wells will be monitored to determine the radius of influence.
