Draft FMS Work Plan 40 - 2 - . 28 January 2010
3. Central Valley Water Board staff did not review the Health and Safety Plan (HASP)
attached to the Work Plan. CANG and their consultant (Oneida Total Integrated
Enterprises) are responsible for maintaining a safe working environment during the
proposed well installations and quarterly groundwater monitoring.
SPECIFIC COMMENTS
Page 7, Sections 3.3 and 3.4: The Work Plan proposes to collect soil samples "at 5 -foot
intervals to the depth at which groundwater is encountered during well installation." It is
unclear how frequently CANG intends to collect soil samples at or below the anticipated
top of the water table. Central Valley Water Board staff recommends sampling more
frequently than 5 -foot intervals when CANG has advanced each boring near the top of
the water table (approx 40 feet below ground surface). The proposed monitoring wells
are the first ones that will be installed at the FMS site, so more frequent sampling is
warranted for logging each boring and selecting optimal well screen intervals. Revise the
Work Plan to clearly state how each boring will be sampled for logging purposes when
CANG approaches the anticipated top of the local water table.
2. Page 8, Section 3.5: Revise the text on groundwater sampling to discuss where CANG
will place the low -flow purge pump within the anticipated 20 feet of saturated screen.
Also, provide a reference to the low -flow purge guidance document that CANG intends to
follow when sampling the five wells and identify any planned deviations from the
guidance.
3. Figure 2: This figure has three (3) borings labeled "1330". These borings appear to
correspond to historical borings B30, B31, and B32. Correct his figure.
If you have any questions, please contact me at (916) 464-4733 or email me at
mpierce@waterboards.ca.gov.
MARCUS PIERCE, C.Hg.
Associate Engineering Geologist
Federal Facilities Unit
cc: Mr. Scott Hilyard, California Army National Guard
Mr. Mike Quillin, Oneida Total Integrated Enterprises, Walnut Creek
Mr. Mike Infurna, San Joaquin County Environmental Health Department, Stockton
