Wilson, R.E.H.S. <br />Margaret Lagorio, R.E.H.S. <br />Robert McClellon, R.E.H.S. <br />Jeff Carruesco, R.E.H.S. <br />AUG 31 2005 <br />San Joaquin County Environmental Health Department (SJCEHD) has reviewed <br />Preliminary Assessment/Site Investigation Update Report dated September 8, <br />2005 as submitted by your consultant, Versar Inc. and has the following <br />comments. <br />This report summarizes the finings of work performed at the Stockton California <br />Army National Guard Complex in Stockton, California (Site) in May 2000. <br />The Site includes three (3) areas of investigative concerns, two of which had <br />unauthorized releases of petroleum from underground storage tanks (UST). <br />These areas, OMS and AAFS, have had the USTs removed and EHD placed the <br />sites in the Local Oversight Program (LOP), a contract program with the State <br />Water Resources Control Board (SWRCB). EHD has provided oversight of the <br />required investigation to define the extent of the unauthorized release from the <br />USTs to date. <br />The investigation at both of these UST areas is incomplete and not proceeding <br />as required by EHD. The request for No Further Action at these UST sites is <br />denied. In discussion with the Central Valley Region Water Quality Control <br />Board (CVRWQCB), it has been determined that the UST investigations would <br />be added to the ongoing CVRWQCB investigations (SLIC & DOD) at the Site. <br />This notice is to advise you that EHD will no longer be the regulatory lead agency <br />for the UST areas. EHD will be the local agency for processing and issuing <br />boring/well permits as determined by the lead regulatory agency, the <br />CVRWQCB. <br />
