Doug Stephenson
From:
Marcus Pierce <mpierce@waterboards.ca.gov>
Sent:
Wednesday, February 08, 2012 8:32 AM
To:
Michael Quillin
Cc:
Doug Stephenson; Roberto Cervantes
Subject:
Re: CSMS Copper Sulfate Excavation
Mike,
I have three issues with the Draft Removal Action Work Plan.
1) Add groundwater grab sampling for copper sulfate per our discussion at the meeting last month.
2) The sampling plan currently states "confirmation soil samples will be collected from the excavation bottom and/or one
sidewalls of the excavation". At a minimum, confirmation samples should be collected from the base of the excavation
and each sidewall. If the excavation is much smaller than the assumed "25 feet by 15 feet by 10 feet", then you may
have rationale to reduce the confirmation sampling. Please modify the Work Plan accordingly.
3) Provide the PQLs/reporting limits proposed for the confirmation soil samples and groundwater grab samples.
I will follow this email up with a formal letter next week. Email (also mail a hard copy) the revised Work Plan to me and I
will provide concurrence as soon as I confirm the revisions have been implemented.
Marcus L. I thought I sent a note to you about this over the past two weeks, but I can?t find any outgoing
message to that effect, so perhaps I just imagined that I would but never did. If in fact I?ve already pinged you about
this, please excuse me; I?m not trying to seem impatient or be a nuisance. Actually, there?s a new development that I?d
like to sort out with you pending approval to move forward with the work.
First of all, it was my understanding from our meeting a couple of weeks ago that you would be maintaining
responsibility for this site, and that Roberto Cervantes would be taking over the FMS project. If that is correct, then I
suppose Us appropriate to bug you; if not, please set me straight and I won?t bother you about this anymore. I?m
copying Roberto with this just to cover all the bases.
Pursuant to our meeting in Stockton, OTIE and the CA ARNG understand that it will be necessary to collect a
groundwater grab sample in association with the proposed excavation and eventual closure. As we discussed at the
time, we reasoned that this could be accomplished in parallel with well installations to be performed in association with
the pilot testing at FMS. As we review our scope, we now understand that it might be most appropriate to move
forward with the groundwater grab sampling sooner rather than later, and use that event as an opportunity to collect
