Treatability Study Report and Feasibility Evaluation for <br />In Situ Petroleum Hydrocarbon Remediation <br />Field Maintenance Shop #24, 8020 South Airport Way <br />Stockton. California <br />1.0 INTRODUCTION <br />On behalf of the California Army National Guard (CA ARNG), Oneida Total Integrated <br />Enterprises (OTIE) has prepared this Treatability Study Report and Feasibility Evaluation for <br />In Situ Petroleum Hydrocarbon Remediation, and hereby submits it to the Central Valley <br />Regional Water Quality Control Board (CVRWQCB), under Contract W91238 -09-D-0017, <br />Delivery Order 0008 with the United States Army Corps of Engineers (USACE) Sacramento <br />District. This report was prepared to document the findings associated with implementation of a <br />treatability study pursuant to the Work Plan for Implementing an Air Sparge, Soil Vapor <br />Extraction, and Dual -Phase Extraction Treatability Study for In Situ Petroleum Hydrocarbon <br />Remediation (Work Plan; OTIE, 2011c). The CVRWQCB concurred with the Work Plan in a <br />letter dated 23 March, 2012. <br />The approach to the treatability study presented in the Work Plan was based on findings from <br />historical soil and groundwater investigations performed by OTIE and others at the CA ARNG <br />Field Maintenance Shop (FMS) #24, located at 8010 South Airport Way in Stockton, California <br />(hereinafter referred to as the site). Those findings have been documented in the following <br />reports: <br />• Preliminary Assessment/Site Investigation Update Report, California Army National Guard <br />Facility (Versar, Inc., 2004); <br />• Site Investigation Report, Underground Storage Tank (USTO Location at the Field <br />Maintenance Shop # 24, California Army National Guard, Stockton, California <br />(URS Corporation, 2007); and <br />• Final Groundwater Monitoring Well Installation and First Quarter 2010 Groundwater <br />Monitoring Report (OTIE, 2010a). <br />Additionally, OTIE performed quarterly groundwater gauging, monitoring, and reporting pursuant <br />to the CA ARNG's voluntary monitoring program for the Second Quarter 2010 (OTIE, 2010b), <br />Third Quarter 2010 (OTIE, 2011a), and First Quarter 2011 (OTIE, 2011b). <br />This Treatability Study is presented as follows: <br />• The remainder of Section 1 presents project objectives and scope, a brief description of the <br />site setting and history, and a description of the technology associated with the combined <br />soil vapor extraction (SVE), air sparge (AS), and high vacuum dual phase extraction <br />(HVDPE) treatability study; <br />• Section 2 provides a description of activities related to the initiation and implementation of <br />the treatability study; <br />• Section 3 provides detailed procedures for implementation of the SVE test, and summarizes <br />the treatability study results; <br />• Section 4 provides detailed procedures for implementation of the AS test, and summarizes <br />the treatability study results; <br />• Section 5 provides detailed procedures for implementation of the HVDPE test, and <br />summarizes the treatability study results; <br />
