Mr. Marcus Pierce, Engineering *ogist • February 2012 <br />Central Valley Regional Water Quality Control Board <br />Subject: Copper Sulfate Impacted Soil Removal <br />• CSMS personnel will have full use of their vehicle parking and equipment storage area <br />more expediently; and <br />• Expensive excavation equipment will not be tied up at the site pending confirmatory <br />sample analytical results, and can be re -mobilized readily if necessary to do so. <br />OTIE will notify the CVRWQCB of planned excavation activities at least one week prior to <br />implementation. <br />If confirmatory soil sample results indicate that it is necessary to remobilize for additional <br />excavation, the clean backfill material will be removed and stockpiled adjacent to the <br />excavation, and additional soil will be excavated in the affected area. Confirmatory samples will <br />then be recollected to ensure all impacted soil has been removed. <br />REMOVAL ACTION REPORT <br />Upon completion of all field activities and waste disposal, a report documenting the removal <br />action will be prepared and submitted to CVRWQCB. A copy of the report will be forwarded to <br />SJCEHD for its files as well. The report will include a description of remedial actions completed, <br />analytical results in tabular format, applicable field documentation (e.g., digital photographs, <br />field logs, etc.), laboratory analytical reports, and waste documentation including waste <br />manifests and weight tickets, as appropriate. Subject to findings of the removal action, we <br />anticipate the report will include a request for regulatory site closure. <br />SCHEDULE <br />Site activities will be scheduled and implemented after receiving the CVRWQCB's approval of <br />this Work Plan. Initial site activities include underground utility clearance and collection of waste <br />characterization and groundwater grab samples. Site excavation activities will be implemented <br />within approximately 2 weeks of receiving CVRWQCB approval. <br />Oneida Total Integrated Enterprises, LLC Page 5 of 6 <br />
