Adrienne Ellsaesser [EH]
From: May, Belinda A LTC USARMY NG CAARNG (US) <belinda.a.may.mil@mail.mil>
Sent: Tuesday, May 27, 2014 11:33 AM
To: Nuel Henderson [EH]
Cc: Vicki McCartney [EH];Adrienne Ellsaesser[EH]
Subject: RE:Voluntary Cleanup of JP-8 Spill (UNCLASSIFIED)
Attachments: County EHD Notice to Abate 17 Apr 14.pdf; Fuel Spill SOW Rev May 14.pdf; Fuel Spill
SOW photos.pdf; ECM CSMS Fuel Spill Cleanup Proposal V3.pdf
Classification: UNCLASSIFIED
Caveats: NONE
Good day Nuel,
Thank you for sending the forms. I think I had left for the day at 3:30 last Fri,just before you emailed the forms, so I
reviewed the info today. I sent my supervisor the forms, too. They do not seem too difficult; we'll just fill in the parts of
the MFR that apply to us.Our director, Lt Col Tim Kelley, (California Army National Guard -CAARNG, Environmental
Programs Directorate) is out sick today, so he can't sign the forms. We will return the forms after he gets back and signs
them.
In the meantime,we are getting ready to submit our contract request with the attached Scope of Work (SOW). Every
year, our state contracting office undergoes a temporary shutdown in processing contract requests from 16 May-30
Jun, when the state passes the new FY budget. We'll try to process our contract request as an "emergency," so we won't
have to wait till Jul. We cannot simply create contracts on demand to do work.As a state agency, approval processes
and submission of appropriate documents are required.
Details for a work plan will be developed after the contract is executed. Based on the original SOW, our contractor
prepared the attached cleanup proposal. However, I updated the SOW to include 2 bottom samples after our phone call
last Fri, so I will request a new proposal from the contractor.
CAARNG cooperates to the best of its ability with federal, state and local environmental agencies. We strive to comply
with lawful requirements as a responsible member of communities we are a part of,throughout the state.
Belinda May, LTC
Environmental Compliance Officer
belinda.a.may.mil@mail.mil
COMM: 916-369-4375
FAX: 916-361-3438
-----Original Message-----
From: Nuel Henderson [EH] [mailto:nhendersonCc@sicehd.com]
Sent: Friday, May 23, 2014 4:13 PM
To: belinda.a.may.mil@mail.mil
Cc:Vicki McCartney [EH];Adrienne Ellsaesser [EH]
Subject: RE: Voluntary Cleanup of 1P-8 Spill
LTC May,
1
