Soil Excavation Summary Report, <br />Combined Support Maintenance Shop, <br />California Army National Guard <br />3.0 SUMMARY OF SOIL ANALYTICAL RESULTS <br />August 28, 2014 <br />TPH-Jet was detected at 20 milligrams per kilogram (mg/kg) in both soil confirmation samples <br />collected (CSMS-SO-EX1 and CSMS-SO-EX2). Both of the samples are below the industrial <br />ESL (110 mg/kg) and RSL (44 mg/kg). <br />15 <br />Acenaphthene (0.0029 mg/kg) was detected in the sample collected from CSMS-SO-EX2 below <br />both the industrial ESL (16 mg/kg) and RSL (4,500 mg/kg). Fluorine (0.0030 mg/kg) was also <br />detected in the sample collected from CSMS-SO-EX2 below both the industrial ESL (8.9 mg/kg) <br />and RSL (3,000 mg/kg). PAHs were not detected in the sample collected from CSMS-SO-EX1. <br />The results of the soil confirmations samples are summarized in Table 2 and the complete <br />laboratory reports are presented in Attachment C. <br />4.0 Investigation Derived Waste <br />During the first day of the investigation (June 25, 2014), excavated soil was place into 29 drums <br />provided by CA ARNG CSMS (Attachment A - Picture 7). However, as presented in Section <br />2.4, more soil was required to be excavated than anticipated. As a result, ECM recommended <br />CA ARNG CSMS procure two roll -off bins to provide additional storage capacity. On June 26, <br />2014, two roll -off bins were delivered to the site. All excavated soil contained in the drums and <br />additional soil from the excavation was placed into the two bins (Attachment A - Picture 8). <br />The soil in the bins was sampled using direct grab methods, transferred into pre -cleaned <br />amber glass, and submitted to BC Laboratories Inc., a California State Certified Laboratory, <br />under chain -of -custody protocol, for analysis of: <br />TPH-Jet by EPA Method 8015; <br />• PAHs by EPA Method 8270 SIM; and <br />• California Administrative Manual 17 metals. <br />The soil waste characterization analytical results were provided to the CA ARNG for waste <br />profile, transportation and disposal. The soil was transported and disposed by Black Gold <br />Industries as non-RCRA Hazardous Waste Soil to US Ecology in Beatty, NV under direct <br />contract with the CA ARNG on August 12, 2014. A copy of the waste manifest and soil <br />characterization results is presented in Attachment D. <br />5.0 SUMMARY AND RECOMMENDATIONS <br />During June 25 and 30, 2014, ECM completed soil excavation activities on behalf of the CA <br />ARNG. Approximately 14 cubic yards of petroleum -impacted soil was excavated to a <br />maximum depth of 4 -feet below ground surface and clean soil was backfilled to grade. Post <br />excavation soil sample results indicate that petroleum -impacted soil has been removed <br />vertically, as all sample results are below applicable industrial ESLs and RSLs.
