466 Namw S"110 <br />NATIONAL ADVERTISING COMPANY — ADDITIONAL SUBSURFACE 16NNESM;ATION HEALTH AND SAFF:T!- PLAN <br />10.0 SITE CONTROL AND WORK ZONES <br />Earth Tech will manage site control for all work activities related to operation of the treatment system. <br />10.1 CONTROLLED WORK AREAS <br />Controlled work areas will be designated around each work location where there is the potential for <br />encountering physical or chemical hazards related to operation of the treatment system, or any Earth Tech <br />work activity. Only personnel conforming to all requirements of this HASP are permitted access to <br />controlled work areas. <br />rr. 10.2 CONTROLLED WORK AREAS: DRILLINGISAMPLING <br />During drilling operations and collection of groundwater samples there is an increased risk of contact <br />with or release of site contaminants. Accordingly, requirements for controlled work areas will be more <br />r. stringent for these cases. <br />Each controlled work area will be divided into two sections, an Exclusion Zone and a Contamination <br />Reduction Zone (CRZ). The Exclusion Zone is an area where work operations create the potential for <br />skin contact with or inhalation of chemical contaminants, while the CRZ represents a pathway for <br />entry/exit which provides a transition area for decontamination and PPE removal. <br />Exclusion Zone limits must be sufficient to prevent anyone outside the zone from being exposed to any <br />contaminated materials, or airborne contaminants released during work activities in excess of the action <br />levels established in Table 7-2, as well as physical hazards due to the operations. The CRZ must be large <br />enough to encompass decontamination activities and prevent unauthorized personnel from approaching <br />closer than is safe, typically 10 feet away from all activities (decontamination, etc.) in all directions <br />except toward the Exclusion Zone (where full PPE use is in effect). Typical distances for initial set up of <br />the Exclusion Zone are: <br />Drilling Operations (soil boreholes installation): Determine the mast height of the drill rig. This <br />{,. height plus 10 feet (20 feet for powerlines) will be cleared in all directions from the borehole location. <br />Soil Sampling Operations: if drilling activities are on-going, as specified for drilling. For other <br />cases ten feet in all directions from the sampling location. <br />Groundwater Sampling: Ten feet in all directions from the sampling location. <br />Decontamination: Thirty feet in all directions from the decon location for large efforts (vehicle, <br />drilling equipment, etc.) conducted at a decors pad. For personal and small parts decon conducted at <br />the work location, keep decon activities within the applicable Exclusion/Contamination Reduction <br />Zone established for that operation. <br />Exclusion Zones should be delineated, where practical, using yellow "CAUTION" tape and/or fencing to <br />16w provide a physical barrier to any non -site personnel. Placement of vehicles can be used to provide <br />additional security. The use of "CAUTION" tape (or other visible marker) to delineate the CRZ is not <br />required so long as access to the area is limited to work personnel only. Additionally, all personnel <br />�. should be alert to prevent unauthorized, accidental entrance into controlled -access areas (Exclusion Zones <br />and CRZs). If such an entry should occur, the trespasser should be immediately escorted outside the area, <br />or all work at that location must cease. All personnel, equipment and supplies which enter controlled - <br />access areas must be decontaminated or containerized as waste prior to leaving (through the CRZ only). <br />At the conclusion of all hazardous work location tasks, controlled areas must be properly cleaned so as to <br />be nonhazardous ("clean") prior to discontinuing entry control procedures and PPE requirements.
