NATIONAL, ADVERTTSING COMPANY— ADDITIONAL SUBSURFACE 1 VESTIGATIOV HEALTH AND SAFETY PLAN <br />1.0 INTRODUCTION <br />#ar <br />Earth Tech has been selected by The law firm of Powell, Goldstein, Frazer & Murphy (PGFM) to perform <br />additional subsurface investigation activities in the vicinity of the former 1,000 gallon gasoline tank at the <br />4— National Advertising Company Facility, located in the city of Stockton, California (see Figure 1-1). The <br />provisions of this Health and Safety Plan (HASP) are mandatory for all Earth Tech and/or subcontractor <br />onsite personnel engaged in work related to the activities performed at the site. Tasks addressed in this <br />HASP include, but are not limited to: <br />I . Direct -push Subsurface Soil Sampling <br />2. Continuous Core Soil Sampling <br />Operational changes to this plan that could affect the health or safety of personnel, the community, or the <br />environment will not be made without prior approval of the cognizant Earth Tech Project Manager (see <br />Section 2.2) and the identified Health and Safety Professional (see Section 2.3). <br />L In the event of a conflict between this plan and federal, state, or local regulations, the most stringent will <br />apply. <br />1.1 POLICY STATEMENT <br />It is the policy of Earth Tech to provide a safe and healthful work environment for all its employees. <br />Earth Tech considers no phase of operations or administration to be of greater importance than injury and <br />rw illness prevention. Safety takes precedence over expediency or shortcuts. At Earth Tech, we believe <br />every accident and every injury is avoidable. We will take every reasonable step to reduce the possibility <br />of injury, illness, or accident. <br />6 <br />This HASP presents procedures to be employed during all on site work activities. The practices and <br />procedures presented in this HASP are mandatory for all Earth Tech employees, subcontractors, and <br />second-tier subcontractors while engaged in work operations at the site. Earth Tech also requires that all <br />visitors to areas under its control abide by these procedures <br />1.2 APPLICABILITY <br />1� <br />This HASP addresses all applicable Health and Safety Plan elements as presented in 29 CFR 1910.120, <br />para. (b)(4) as well as Title 8 of the California Code of Regulations (CCR), Section 5192(b)(4). The <br />applicable elements include those items which are identified as part of the scope of work (Section 0) or as <br />potential workplace hazards which may be encountered during the performance of planned work activities <br />(Section 5.0). Any elements not discussed in this HASP have been determined to be inapplicable to <br />planned work activities or to present no significant worker hazards, and have therefore been omitted for <br />clarity. <br />1.3 REFERENCES <br />This HASP has been developed using applicable Earth Tech Policy, U.S. Department of Labor <br />Occupational Safety and Health Administration (OSHA) and U.S. Environmental Protection Agency <br />(EPA) regulations. This HASP includes consideration of the guidelines established by the regulatory <br />LW agencies in the following documents: <br />1.
