Grantline, Tracy <br />The underground storage tank referenced above contained water in the secondary containment <br />annular space during several recent Environmental Health Division (EHD) construction <br />inspections at the site. Water has continued to enter the secondary containment annular <br />space, even after several pumpings were conducted on different days. <br />This tank system cannot be approved for storage of fuel until such time that the secondary <br />containment system is shown to be structurally sound and watertight (CA Health and Safety <br />Code Section 25291 (2)(6). It has come to the attention of the EHD that you may be <br />considering a repair of the tank while it's in the ground. Please note that an approved EHD <br />permit is required prior to any construction work on the tank, including tank entry and inspection. <br />Should the tank be repaired, it must be able to maintain the factory warranty and receive <br />recertification for the existing UL label. <br />The tank manufacturer has also provided the EHD with a safe 24-hour testing procedure using a <br />7 -mm vacuum that will confirm tank tightness.
