SPCC Plan did not discuss how to secure master flow & drain valves. -- SPCC Plan must include descriptions of how you secure and control access to the oil handling, processing & storage areas, secure master flow & drain valves, prevent unauthorized access to starter controls on oil pumps, secure out-of-service and loading/unloading connections of oil pipelines, and address the appropriateness of security lighting to both prevent acts of vandalism and assist in the discovery of oil discharges. * Immediately update the SPCC Plan to include all of the required security information and submit a copy to this office by April 3, 2011. 35. No mechanism for preventing vehicles from departure before loading/unloading disconnection. -- The facility must provide an interlocked warning light or physical barrier system, warning signs, wheel chocks, or vehicle brake interlock system in the loading/unloading area to prevent vehicles from departing before complete disconnection of flexible or fixed oil transfer lines. * Immediately provide a means of preventing vehicle departure prior to transfer line disconnection that is in accordance with 40 CFR Part 112 and your SPCC Plan by April 3, 2011. 38. SPCC Plan did not include language of conformance to applicable regulations. -- SPCC Plan shall include a complete discussion of conformance with the applicable requirements and other effective discharge prevention and containment procedures listed in part 112 or any applicable more stringent State rules, regulations, and guidelines. Submit SPCC Plan with discussion of conformance per this section by April 3, 2011. 57. No routine inspection of valves and piping by the facility. -- Facility shall regularly inspect all aboveground valves, piping, and appurtenances to access the condition of items, such as flange joints, expansion joins, valve glands and bodies, catch pans, pipeline supports, locking of valves, and metal surfaces. * Immediately begin routine inspection per this section. 59. No warnings were observed on site to warn vehicles of aboveground piping, containers, or other appurtenances. -- A warning must be provided to all vehicles entering the facility to be sure that no vehicle will endanger aboveground piping or other oil transfer operations. * Immediately provide a warning in accordance with CFR 40, Part 112 for all vehicles entering the facility. ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122).
