DOC.NO.107 Department of ' FACT Toxic Substances Control SheetCALIFORNIA ENVIRONMENTAL PROTECTION AGENCY OFFICE OF EXTERNAL AFFAIRS MAY 1994 BACKGROUND All generators, transporters, and permitted Treatment, Storage, & Disposal facilities (TSDF) of hazardous waste must have an Environmental Protection Agency Identification number(EPA ID). This number,developedby federal EPA, is to identify the hazardous waste handler. It also enables the regulators to track hazardous waste from point of origin to its final disposal EPA ID ("cradle to grave"). Hazardous waste is categorized into two types. One is called RCRA and NUMBERS is regulated by the federal government.RCRA stands forResource Conservation and Recovery Act. This law lists specific types of hazardous waste. The other type of hazardous waste in California is called non-RCRA waste. These are 0 wastes that are classified as hazardous in addition to what the federal government considers hazardous(i.e.used oil is a non-RCRA hazardous waste in California, it is not hazardous by federal standards). CAL 123456789 In California,the Department of Toxic Substances Control(DTSC)has the responsibility to issue state Identification numbers for handlers of non- RCRA waste and for conditionally exempt small quantity generators(less than 100 kg per month)of RCRA waste. U.S. EPA issues numbers for generators, transporters, and TSDFs handling RCRA wastes. Although the numbers are issued by both agencies, common usage continues to call the numbers "EPA ID#".The generator,transporter orTSDF uses the EPA ID number on manifests, biennial reports,Toxics Reporting Inventory reports,and any other document or report related to hazardous waste management. There are two types of numbers issued by both the state and U.S.EPA; permanent and provisional. The permanent numbers are issued to handlers who will handle hazardous waste on an ongoing basis. This could be as frequently as daily,or as infrequently as once every other year. Provisional numbers are for one-time situations,such as removal of hazardous waste from the demolition of a contaminated building or removal of an underground tank. This fact sheet was produced to provide general information on what is an EPA ID#and who needs it. Any business who generates or handles hazardous waste may need an EPA ID#.This includes but is not limited to automotive repair and body shops,dental offices,dry cleaners,electronic circuit board manufac- turers,government agencies,health care facilities,metal finishers,photoproces- sors, plating shops, print shops, defense industry, major manufacturers, and others.
