DOC.NO.107 <br /> Department of <br /> ' FACT Toxic Substances Control <br /> SheetCALIFORNIA ENVIRONMENTAL PROTECTION AGENCY <br /> OFFICE OF EXTERNAL AFFAIRS MAY 1994 <br /> BACKGROUND <br /> All generators, transporters, and permitted Treatment, Storage, & <br /> Disposal facilities (TSDF) of hazardous waste must have an Environmental <br /> Protection Agency Identification number(EPA ID). This number,developedby <br /> federal EPA, is to identify the hazardous waste handler. It also enables the <br /> regulators to track hazardous waste from point of origin to its final disposal <br /> EPA ID ("cradle to grave"). <br /> Hazardous waste is categorized into two types. One is called RCRA and <br /> NUMBERS is regulated by the federal government.RCRA stands forResource Conservation <br /> and Recovery Act. This law lists specific types of hazardous waste. The other <br /> type of hazardous waste in California is called non-RCRA waste. These are <br /> 0 wastes that are classified as hazardous in addition to what the federal government <br /> considers hazardous(i.e.used oil is a non-RCRA hazardous waste in California, <br /> it is not hazardous by federal standards). <br /> CAL 123456789 In California,the Department of Toxic Substances Control(DTSC)has <br /> the responsibility to issue state Identification numbers for handlers of non- <br /> RCRA waste and for conditionally exempt small quantity generators(less than <br /> 100 kg per month)of RCRA waste. U.S. EPA issues numbers for generators, <br /> transporters, and TSDFs handling RCRA wastes. Although the numbers are <br /> issued by both agencies, common usage continues to call the numbers "EPA <br /> ID#".The generator,transporter orTSDF uses the EPA ID number on manifests, <br /> biennial reports,Toxics Reporting Inventory reports,and any other document or <br /> report related to hazardous waste management. <br /> There are two types of numbers issued by both the state and U.S.EPA; <br /> permanent and provisional. The permanent numbers are issued to handlers who <br /> will handle hazardous waste on an ongoing basis. This could be as frequently as <br /> daily,or as infrequently as once every other year. Provisional numbers are for <br /> one-time situations,such as removal of hazardous waste from the demolition of <br /> a contaminated building or removal of an underground tank. <br /> This fact sheet was produced to provide general information on what is <br /> an EPA ID#and who needs it. Any business who generates or handles hazardous <br /> waste may need an EPA ID#.This includes but is not limited to automotive repair <br /> and body shops,dental offices,dry cleaners,electronic circuit board manufac- <br /> turers,government agencies,health care facilities,metal finishers,photoproces- <br /> sors, plating shops, print shops, defense industry, major manufacturers, and <br /> others.
