According to Mr. Abdelwahed, the <br /> containment is emptied out when the used oil is picked up. The fire extinguishers on site were not marked with <br /> annual maintenance dates. All facility communications or alarm systems, fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. Immediately begin this practice. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> Three 55 gallon drums of used oil and a drum of used antifreeze were observed in the hazardous waste storage area <br /> with faded, illegible hazardous waste labels. Additional hazardous waste labels were posted on the wall above the <br /> drums and on the secondary containment for the drums. According to the labels, these wastes were last picked up in <br /> September 2015. All hazardous waste containers shall be marked with the following information: <br /> -the words "Hazardous Waste' <br /> -name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 25, 2015. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
