The site commander is Colonel Joseph F. Luis of the <br /> State of California Office of the Adjutant General. <br /> IV. BACKGROUND: <br /> In December, 1991, PHS-EHD placed OMS #24 on its <br /> hazardous waste generator program inventory. On March <br /> 24, 1992 , an inspection was conducted at OMS #24 by <br /> PHS-EHD. <br /> According to information received from OMS 124, 5 to <br /> <25 tons of hazardous waste was generated by OMS #24 in <br /> 1991. <br /> V. GENERAL DESCRIPTION OF FACILITY: <br /> The Organizational Maintenance Shop (OMS #24) is <br /> located at 8020 S. Airport, Stockton and is a support <br /> unit that performs direct support level maintenance <br /> authorized by the Directorate of Maintenance. <br /> The facility is located on a large state owned parcel <br /> and started operation in the Spring of 1963 . <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> Approximately 19. 3 tons of hazardous waste was removed <br /> from the facility in 1992. Approximately 11.3 tons of <br /> the hazardous waste is from the underground clarifier <br /> for the wash rack, old batteries 3 .4 tons, waste oil <br /> 1.7 tons and miscellaneous hazardous waste makes up the <br /> remaining 2 . 9 tons of the hazardous waste removed in <br /> 1992. The 1993 projection appears to be approximately <br /> 19 tons of hazardous waste for the site. <br /> VII. VIOLATIONS: <br /> No violations were observed at the time of this <br /> inspection. <br /> VIII. OBSERVATIONS: <br /> At approximately 1250 hours, I arrived on site and met <br /> with MSG John V. Marquis and SSG Gerald Burns at the <br /> OMS #24 garage office. I identified myself and asked <br /> if I had permission to inspect the facility and <br /> records. Mr. Marquis and Mr. Burns had no objections. <br /> We reviewed the facility's operating records, <br /> contingency plans, employees' training records, <br /> quarterly reports, and manifest binder. The various <br /> wastestreams were reviewed and the total amounts of <br /> each category determined. <br /> 2 <br />
