In the car washer area, inspector observed a blue 55 gallon drum with a hazardous waste label containing gasoline/diesel was missing the accumulation start date. In the maintenance shop area, inspector observed a black 55 gallon drum marked used oil containing used oil filter co-mingled with paper filters without an accumulation start start. In the area around the storage waste area, on the right side of the door, inspector observed a black 55 gallon drum containing oily rags with no accumulation start date. In the quick service oil changing area, inspector observed two 55 gallon blue drums containing used oil filters with no accumulation start date. One of the 55 gallon blue drum was filled with used oil filters and the second 55 gallon blue drum contained about 6 or so used oil filter. Mr. Ryan Ford stated that the second 55 gallon blue drum was suppose to be new and to be used until the first 55 gallon blue drum was completely full. He immediately transfered those 6 or so used oil filters into the first 55 gallon blue drum and corrected during the time of the inspection. With all the listed drums with no accumulation start date, Mr. Ryan Ford stated that he was not sure when the technicians started placing items in the drums and was not comfortable in correcting the accumulation start date during inspection. He stated that he will do some research when the items were first place inside these drums. All hazardous waste containers shall be marked with the following information: -the words "Hazardous Waste" - name and address of generator - hazardous properties - physical state -composition (contents) -accumulation start date Immediately label these containers and ensure that all containers are marked with all the required information. Since these containers have been on site longer than 90 days, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. This is a repeat violation, Class II. 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. Two 55 gallon blue drums was observed in the shop area in front of storage room. The blue drum on the right of the door contained oil filters in a drum labeled used oil filter with accumulation date but the words"drained"was not marked on the container. Mr. Ryan Ford corrected the label during inspection and inspectors observed the words "drained" marked on the container. The other blue drum on the left of the storage room door contained a mixture of both used oil filter and paper fuel filters with the label "used oil filter." Mr Ford stated that they should not be co-mingled. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. Immediately segregate the filters and place in appropriately labeled containers, one for"drained used oil filters" and one for hazardous waste for the paper filters. This is a minor violation.
