J <br /> EXECUTIVE SUMMARY <br /> Chemical Data Management Systems obtained four samples of rinse water from <br /> Central Spring, Inc. in Stockton, CA. The samples were taken in order to have <br /> them analyzed to determine if the rinse water is a hazardous waste. <br /> The analysis results showed that the rinse water that Central Spring, Inc. <br /> generates onsite is not hazardous waste: <br /> BACKGROUND <br /> Central Spring manufactures truck suspension springs. The springs are <br /> pretreated with a zinc phosphate rinse. This process generates a waste stream. <br /> This wastewater is treated, with coagulants, flocculants and pH adjusted. The <br /> sludge is dewatered and sent offsite for disposal and the treated wastewater is <br /> discharged to the publicly owned treatment works under an NPDES permit. <br /> As required by California law, each generator is required to make a determination <br /> as to whether the waste they generate is or is not hazardous. <br /> Central Spring, Inc. has decided to base their determination on lab analysis. <br /> Based on generator knowledge, CDMS has determined that analysis does not <br /> need to be conducted for ignitability, or reactivity. Analyses were performed per <br /> 22 CCR §66261.24 for toxicity and per 22 CCR §66261.22 for corrosivity. <br /> SAMPLING AND ANALYSIS ACTIVITIES <br /> On January 18, 2010, Beverly Everhart of Chemical Data Management Systems <br /> took two samples at Central Spring, Inc. for metals screening and one sample for <br /> corrosivity screening. On February 2, 2010, Beverly Everhart collected one <br /> sample for an aquatic toxicity screening. Samples Metals 1, Metals 2, and <br /> Spring 3 were submitted to Test America of Pleasanton, CA. Sample HWD1, <br /> was submitted to Block Environmental of Concord, CA. <br /> Samples Metals 1 and Metals 2 were analyzed for CAM 17 metals using <br /> methods SW846 3050B and 6010B and sample Spring 3 for pH using method <br /> 9040B.
