After looking over the attached manifest for disposal of solid waste, rags, absorbent pads, etc, I
have determined this is definitely waste that Quality Fuel Services generated here at 4071
Calloway Ct in Stockton. We completed some scheduled maintenance on some of our
equipment. As a result we had a significant amount of hydraulic fluid and oil that needed to be
absorbed, additionally a large number of canister type filters needed to be disposed of as well
which ultimately consumed 4 drums on their own. Normally any waste generated at a particular
site is manifested to that specific site with either a permanent or if need be temporary EPA ID#.
All liquid waste is then labeled, transported here to our facility then ultimately picked up and
transported to a designated TSDF. All solid waste collected is either left on site for the client to
dispose of or labeled and transported to Red Bluff for proper disposal.
I hope this helps to clarify our operations in more detail. If you have any further questions please
feel free to contact me at (209) 471-2200.
Kind Regards,
Chris Marsh
Quality Fuel Services, LLC
Cellular (209) 471-2200
chris@qualityfuelservices.com
From: Garrett Backus [EH] [mailto:gbackus@sjcehd.com]
Sent: Tuesday, August 24, 2010 10:36 AM
To: chris@qualityfuelservices.com
Cc: Willy Ng [EH]
Subject: Calloway Court Hazardous Waste Generator inspection 8-20-10
Hi Chris,
I am attaching a HW manifest dated 1-11-10 with the Calloway Court address and EPA#as the
generator. Was this waste generated at the Calloway Court address or at a client's property?
My understanding is that your company generates hazardous waste(HW)at client's properties, you haul
this waste to the Calloway address and then another HW transporter hauls it to a receiving facility
(TSDF). If this is the case, the generator EPA#should be specific to your client's address instead of your
generator EPA#. Your client's can get temporary EPA#s if they do not routinely generate hazardous
waste.
You may be able to get a"small load operations' variance from DTSC to haul no greater than 100 kg per
load and use a shipping paper instead of a manifest. See the attached guidance" ... Variances"
document.
Please email me to explain your operations and how you plan to proceed.
Thank you,
Garrett Backus
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 E Main Street,Stockton CA 95202-3029
telephone: (209)468-2986
fax:(209)468-3433
email: gbackus@sjcehd.com
9/10/2010
