Cardinal, Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> This is a report of the Routine hazardous waste inspection conducted at the referenced facility by San <br /> Joaquin County Environmental Health Department (EHD). The following are Minor Violations - Notice to <br /> Comply: 18,23,32,49,84, and the following is a Class II (Repeat) violation: 20 <br /> 18, 20 (Repeat). Unable to determine the length of storage of one 55-gallon container of used anti- <br /> freeze in the repair shop since the container had no hazardous waste label. <br /> Hazardous Waste may be stored on site no longer than 90 days. All hazardous waste containers shall <br /> be marked with the following information: <br /> 1. the words "Hazardous Waste" <br /> 2. name and address of generator <br /> 3. hazardous properties <br /> 4. physical state <br /> 5. composition (contents) <br /> 6. accumulation start date <br /> Immediately label all hazardous waste containers and ensure that all containers are marked with all the <br /> required information. Since it cannot be determined how long the above referenced container has been <br /> on site, immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest <br /> and submit a copy of the manifest to the EHD by August 27, 201 1. <br /> 23. One 55-gallon container of used oil filters was not closed, and the length of storage could not be <br /> determined since the container had no accumulation start date. <br /> Used oil filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and <br /> marked with an accumulation start date. Immediately dispose of the above-referenced used oil filters, <br /> submit a copy of the disposal receipt to the EHD by August 27, 2011 ,and ensure that all used oil filters <br /> are managed in this way. <br /> 32. No hazardous waste tank assessment for the 300-gallon waste oil tank in the repair shop. <br /> Owners or operators of aboveground hazardous waste tank system shall obtain a written assessment <br /> reviewed and certified by an independent, qualified, professional engineer, registered in California, <br /> attesting that the system has sufficient structural integrity, is acceptable for the transferring, storing, and <br /> treating of hazardous waste, and that the tank system is suitably designed to achieve this requirement. <br /> The assessment shall be kept on file at the facility. Contact an independent California certified <br /> professional engineer to complete a tank assessment, and submit a copy to EHD August 27, 2011. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD I ectarTitle: <br /> EHD 23-02-003 Rev 08/10/10 CONTINUATION FORM <br />
