Submit <br />copies of the missing records listed above to the EHD for review. <br />This is a repeat violation, Class II. <br />117 <br />HSC 25185(c)(3) Failed to submit a written response within 30 days of receiving an inspection report. <br />An inspection was last done on 8/12/2016 and an inspection report was issued identifying information to be <br />submitted to bring this site into compliance. This information was required to be submitted by 9/11/2016. This <br />information has not been received resulting in a non-compliant status for this facility. An operator that receives an <br />inspection report shall have 30 days to submit a written response that includes a statement documenting corrective <br />actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting <br />corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. <br />This is a Class II violation. <br />301 <br />CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />Oily staining and oil saturated absorbent were observed throughout the facility yard and the maintenance shops. <br />Metal fines were observed in front of three drill presses. The manager stated that the waste was going to be <br />disposed of as hazardous waste. Facilities shall be maintained and operated to minimize the possibility of a fire, <br />explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br />environment. Immediately clean the staining, and manage according to Title 22 hazardous waste regulations. <br />Submit a statement and supporting documentation explaining how this waste was managed. <br />This is a repeat violation, Class II. <br />304 <br />CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br />Tractor parts were blocking a fire extinguisher from being able to be used in the northern maintenance shop. <br />Adequate aisle space shall be maintained to allow the unobstructed movement of personnel, fire protection, spill <br />control equipment, and decontamination equipment to all areas of facility operation in an emergency.
