that every few weeks the pit conveyer goes down, and it is at
this time that the waste grease is removed.
Mr. Baker then showed us the area where they are in the
process of installing a stainless steel aboveground tank. The
tank will be used to contain the clay Newark utilizes for
coating, and thus eliminating the bags the clay is currently
stored in.
The last area we inspected was the hazardous waste storage
area in the basement of the facility. In this vicinity we
noted one uncovered drum of waste grease, and one drum of
waste oil with an accumulation date of 11/12/92 .
After we returned from lunch, Mr. Trevena and I reviewed the
facility's paperwork. We examined the 1990, 1991, and 1992,
hazardous waste manifests, their contingency plan, and their
employee training records. Mr. Trevena and I noted that
several manifests were lacking the return copy showing receipt
by the disposal facility, and no exception reports were filed
for these manifests. The training records proved to be
inadequate, and this issue was discussed with Mr. Rogge and
Mr. Baker. Mr. Trevena provided Newark with a photocopy of
Section 66265. 16 of Title 22 to assist them with the
documentation for employee training.
IX. DISCUSSION WITH MANAGEMENT:
All violations noted were discussed with Mr. Rogge and Mr.
Baker. Mr. Trevena and I informed Mr. Rogge that they would
be receiving a Report of Violations in the mail.
Mr. Rogge informed Mr. Trevena and I that he would be sending
a letter addressing the compressor blow down area, and
providing the Safety Kleen tonnages for 1990, 1991, and 1992 .
With the inspection completed, Mr. Trevena and I left the
premises at approximately 4 : 00 p.m.
X. ADDENDUM•
March 16 , 1993
PHS-EHD received the letter, mentioned above, from Mr. Rogge.
He also included three pictures taken of the compressor blow
down vicinity showing the clean up in progress.
April 14 , 1993
Telephone conversation this date with Mr. Baker to clarify
origin of the chromium, xylene, and acrylamide waste.
