Mr. Ed Reiche - 2 - 17 October 1989 <br /> potentiometric surface is at a depth of approximately 20 feet. The report <br /> also states that an unsaturated zone occurs beneath this aquifer. However, no <br /> mention was made of either confined or perched conditions in prior <br /> hydrogeologic assessment reports. <br /> The evidence for your consultant's interpretation of the hydrogeologic <br /> conditions at this site is neither clear nor convincing. Ground water <br /> conditions at other sites in the vicinity of the Gold Bond site do not support <br /> this interpretation. To verify your consultant's interpretation, monitoring <br /> wells are to be installed in the shallow zone to provide clear evidence that <br /> these conditions exist. <br /> We have worked with you for over 18 months to produce a reasonable variance. <br /> The current information indicates that you do not intend to monitor the tank <br /> to detect leaks, as required by the regulations. Please inform us whether you <br /> wish to continue with the site-specific variance application, or submit a <br /> closure plan for the tank. If you intend to proceed with the variance <br /> application, please submit a work plan for installation of appropriately <br /> designed monitoring wells by 31 October 1989. <br /> If you have any questions, please call me at (916) 361-5731 . <br /> THOMAS D.
