INFORMATION SHEET <br /> GOLD BOND BUILDING PRODUCTS, INC. <br /> NATIONAL GYPSUM COMPANY <br /> SAN JOAQUIN COUNTY <br /> Gold Bond Building Products , Inc. (Discharger) recycles newsprint and <br /> manufactures construction grade paper products. The facility is west of <br /> Interstate 5 in Stockton. Noncontact cooling water is discharged to surface <br /> waters , all other wastewaters are discharged to the City of Stockton's sewage <br /> system. <br /> The Discharger has been discharging an average of 2.1 million gallons per day of <br /> cooling water to McDougall Slough. The discharge is permitted by Waste <br /> Discharge Requirements Order No. 79-166,, originally issued to Pacific Paper <br /> Products. The Discharger purchased Pacific Paper in 1961 and in 1964 filed a <br /> RWD to renew the permit. The discharge has remained unchanged and no changes <br /> are proposed. <br /> McDougald Slough is a tributary to Mormon Slough and the San Joaquin River. The <br /> Slough is no more than a culvert for a considerable portion of its entire length <br /> and would probably be dry for extended periods if not for the Gold Bond <br /> discharge. <br /> The new effluent and receiving water limitations within this Order remain <br /> basically unchanged except for general changes that have been implemented in <br /> more recent NPDES permits. This Order does require Gold Bond to carry out a <br /> study on the dissolved solids in its effluent, their impacts on surface waters, <br /> and what measures will be taken to reduce TDS levels in the discharge. Effluent <br /> monitoring includes bi -monthly analysis for volatile organics (EPA 601) and <br /> phtalates ( EPA Method 606) . Chlorinated organics and phthalates were detected <br /> in the effluent during an inspection in 1965. Follow-up samples failed to <br /> detect these constituents. This sampling requirement willFend after six months <br /> if no compounds of concern are detected. <br /> DLB:JJ <br />
