'_ a <br /> INTRODUCTION <br /> • BACKGROUND <br /> Gold Bond Building Products, a Division of National Gypsum, owns <br /> and operates a paper production plant located at 800 West Church <br /> Street in Stockton, California. Gold Bond uses recycled waste <br /> paper to produce wallboard paper and box board paper at this <br /> • plant. The plant was originally constructed in 1918 by National <br /> Paper Company and has been expanded in numerous stages to the <br /> present configuration. Gold Bond purchased the plant from <br /> Pacific Paper Board Products in 1981 and presently leases space <br /> within the plant to Dopaco Packaging and San Joaquin Packaging <br /> Corporation, two printing operations. <br /> • <br /> The Gold Bond property is bordered on the north by West Church <br /> Street, on the east by McDougald Slough and Interstate 5 and on <br /> the south by Atchison Topeka and Santa Fe Railroad tracks ( see <br /> Figure 1 and 2) . <br /> • Sanitary and liquid process wastes from the Gold Bond plant are <br /> discharged to the City of Stockton sewer system at an annual <br /> average rate of approximately 2.5 mgd. Noncontact process cooling <br /> water is discharged to McDougald Slough at an average rate of <br /> between 0 .8 and 1 . 4 mgd. The cooling water discharge is <br /> regulated by the Central Valley Regional Water Quality Control <br /> • Board through an N.P.D.E.S. permit (CA0003883 ) , Board Order No. <br /> 79-186 . <br /> Solid wastes from the facility, including both wet solids from <br /> the paper process and dry refuse, are collected in bins on site. <br /> Gold Bond contracts with a private waste hauler (currently <br /> • Commercial Salvage ) for pickup, hauling and disposal of these <br /> nonhazardous solid wastes from the facility. <br /> Staff representatives of the Central Valley Regional Board <br /> (Region 5) and the San Joaquin County Local Health District <br /> • inspected the Gold Bond plant facilities on May 17 and September <br /> 23 , 1985 to assess compliance with the conditions and require- <br /> ments of N.P.D.E.S. permit No. CA0003883. As a result of this <br /> inspection, a list of alleged existing and potential waste <br /> discharge problems was developed and summarized in a Regional <br /> Board Inspection Report dated November 20, 1985. On November 26, <br /> • 1985, the Regional Board issued a Notice of Violation to Gold <br /> Bond which mandated the correction of alleged existing Board <br /> Order violations and the submittal of a technical report to <br /> address other alleged existing or potential deficiencies <br /> identified in the November 20 Inspection Report. <br /> • <br /> 1 <br /> • <br />
