San Joaquin County A Muhl)
Environmental Health Department -7 I[!
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Far:(209)468-3433 Web:www.sidov.org/ehd
Large Quantity Hazardous Waste Generator Inspea
Facility Name: Facility Address: Date:
PNP Stockton#80 3927 E CLARK DR Stockton Aril 01 2016
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
105 CCR 66262.11, 66262.40(c) Failed to determine if a waste is a hazardous waste or retain waste analysis on site for 3
years.
-An incomplete waste determination was made for the oily absorbent, which is being hauled as non-hazardous waste.
The lab analytical provided for oily absorbent(dated November 2010) did not include quality control results. It
indicated that additional STLC testing was needed for lead, but the STLC results were not available on site. The lab
used for the analytical, USEcology, was not found on the California State list of Certified Hazardous Waste
Laboratories (Environmental Laboratory Accreditation Program).
"Soaps and surfactants" are going out as non-hazardous waste without making a hazardous waste determination. A
waste profile was on site, but no waste analytical was available for the waste. The waste profile indicated the wastes
were shampoo and baby shampoo.
Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of
oily absorbents and"soaps and surfactants" as non-hazardous waste, make a hazardous waste determination for
these wastes, and manage them according the Title 22 hazardous waste regulations. Submit a statement and
supporting documentation explaining how these wastes was managed.
This is a repeat violation, Class ll.
