San Joaquin County F ..E <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Far:(209)468-3433 Web:www.sigov.org/ehd <br /> Facility Name: Facility Address: Date: <br /> PNP Stockton#80 3927 E CLARK DR Stockton Aril 01 2016 <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> -Two 55 gallon black steel drums of brake fluid were observed in the drain shop without the words"hazardous waste' <br /> and with no hazardous property marked. <br /> -Four tanks of used oil and four tanks of used antifreeze were observed in the drain shop with only the contents <br /> labeled. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties (ignitable, corrosive, reactive, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> All hazardous waste tanks shall be marked with the words"Hazardous Waste' and the accumulation start date. <br /> Immediately label these containers and tanks and ensure that all hazardous waste containers and tanks are marked <br /> with all the required information. <br /> This is a repeat violation, Class II. <br /> 607 CCR 66266.81(b) Damaged lead acid batteries not properly managed and labeled. <br /> A damaged lead acid battery was observed in the shop without proper containment or labeling. A damaged battery <br /> shall be managed so as to minimize the release of acid and lead and to protect the handlers and the environment, <br /> including at a minimum: <br /> 1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the release <br /> of acid and lead; <br /> 2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br /> container was placed there, i.e., the initial date of accumulation; <br /> 3. all container labels shall be written in ink, paint or other weather-resistant material so that the date is legible and <br /> conspicuous <br /> 4. a container holding one or more damaged batteries shall be packed for transportation in a manner that prevents <br /> the container from tipping, spilling or breaking during the transporting. <br /> Immediately manage, store, and label all damaged lead-acid batteries in accordance with Title 22 regulations. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Three 55 gallon drums of used oil and gasoline filters were observed in the drain shop overfilled with lids resting on top. <br /> Three 5 gallon buckets of used oil and gasoline filters were observed in the drain shop with no lids and no labels. <br /> Used oil and gasoline filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as <br /> "drained used oil and gasoline filters," and marked with an accumulation start date. Immediately place all filters in <br /> properly closed and labeled containers, and ensure that all used filters are managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Page 11 of 12 <br />
