RPOISM-miUnI <br />Stacy Rivera <br />San Joaquin County <br />Environmental Health Department <br />600 East Main Street <br />Stockton, CA 95202 <br />0 <br />November 26"i, 2012 <br />RE: September 24`h, 2012 inspection at Stockton Pick N Pull, 3927 Clark Drive, Stockton, CA. <br />Ms. Rivera, <br />This letter serves as our response to your comments on the Return to Compliance letter mailed on 10-24-12 for <br />your findings from September 24`h, 2012 at our facility located at 3927 Clark Drive, Stockton, CA. <br />Concern #107: No waste analysis was available on site for the oily waste. A generator shall keep a record of <br />any test results, waste analyses, or other determinations made in accordance with hazardous waste regulations <br />for at least three years from the date that the waste was last sent to on-site or off-site treatment, storage, or <br />disposal. A copy of the most recent waste analysis (Quality Control was missing on initial report) is attached <br />and available at the facility. <br />Concern 9110: The contingency plan for this facility did not include the location of emergency equipment at <br />the facility, the evacuation map, or the phone number for CalEMA. A copy of an updated contingency plan <br />with the necessary information is attached and available this facility (Initial report did not include 1-800- <br />852-7550) <br />Concern #404: Two Cardboard boxes of mixed household waste chemicals and a black plastic tote of used oil <br />were observed open in the shop. A black plastic tote of mixed household waste chemicals was observed <br />opened against the outside north wall of the shop. All hazardous waste containers were closed and will be <br />maintained closed at all times except when adding or removing waste. <br />Concern #407: A plastic tote was observed in the shop with the word empty, but no date it was emptied. <br />Aerosol cans and household waste chemicals were observed in an open, unlabeled container for pressurized <br />cylinders. Containers have been marked and managed accordingly. <br />Concern #601: Two 55 gallon blue steel drums of used oil with sodium silicate were observed with <br />accumulation start dates of March 2, 2012. The brake fluid was picked up by Asbury Environmental on 10-29- <br />2012 (Manifest is attached). <br />Concern 9812: Copies of universal waste disposal records were not found on site. Records for Universal <br />Waste shipments have been located dating back to October, 2011 and are available at the facility. Going <br />forward the location will maintain records of shipments for alkaline batteries and light bulbs. <br />
