INSPECTION REPORT
RLUIVED
June 24, 1992 at 1000 hours ff''II
Inspectors Present: Pam Violet;County Health / Toni Duncflria OAK
K
Location: Automotive Diesel Service, 833 South Comn}tpR pn, r ;;
Company Owner: Mr. William Panogapolous PERIli (/5: '
A joint inspection of this facility was made in response to a
complaint lodged with the County Health Department. The caller is
either a current or former employee who has concerns about the
company's manner of handling waste oil, glycol, etc. .
The Automotive Diesel Service (ADS) building is typical for this
type of business; large open-bay area, slab floor, no floor drains
in the slab, one drain area for the sump which connects to a
sand/oil trap prior to discharge to the sanitary sewer. The paved
area outside ADS' bay door does not indicate any recent
oil/gas/glycol spills. Inspection of the two parking lot storm
drains indicates that a small quantity of oil has run off with
washdown water into one of the drains. The quantity of oil
(surcharged storm line) on the water is no greater than what can be
found in any parking lot storm drain. Infiltration of automotive
products into the Storm system does not appear to be a major
concern at this location.
It is relatively clean inside the facility. Small oil leaks are
absorbed with kitty liter and put in the trash. The owner was
informed that it is hazardous waste which must be drummed and
shipped out. Several 55 gallon drums of various substances were
found on site. only four of the drums were located within some type
of secondary containment. All of the drums were either unlabeled or
inadequately labeled. Mr Panogapolous was informed of the need to
properly label all containers at his facility. It was also
explained to him that hazardous waste must be removed from his
facility after 90 days (maximum) storage. Mr. Panogapolous was
unable to locate copies of his manifests. He said his wife
routinely handles the waste and record keeping. He is to have those
records available, at his facility, for a minimum of three years.
It is expected that the manifests will be available for the follow-
up inspection in one to two weeks. Better housekeeping practices
are recommended for ADS and a follow-up visit from County Health
and/or MUD to certify that Mr. Panogapolous has brought his waste
storage situation up to Code.
Toni L.
