' <br />EMERGENCY RESPONSE INVESTIGATION REPORT: aNCLUDECHRCHOLO.=L HwTORY, RECOMMEH�TIONS. CLEF P -d F,xu UUP09TOM) <br />Took over day emergency response from from Jeff Wong. He informed me that he had received a notification that <br />100 gallons of the transformer oil was got released due to vandalism. The transformer oil got into the storm drain. <br />Arrived on scene and met with Ken Carr, Switch Technician, and Daamon Black, Safety-kleen. THey informed me <br />the same. I observed that a area 20ftX100ft was impacted before it reached the storm drain. The drain leads to the. <br />City of Stockton storm water drains. Bryan Toledo explained that approximately 50ft of there drain got impacted. <br />Daamon informed that they will pressure wash the area and the drains using a jet and collect all the waste <br />generated. He said the waste will be profiled and disposed appropriately. Requested disposal records. I <br />recommended that they take a sample of the oil in the transformer and test for PCB. This will show the extent of <br />the clean up. <br />At 8.30pm i was asked if the clean up was complete. After an inspection I told them no because a sheen was <br />visible in several areas and there was generators pipes and other debris that was not moved. Underneath these <br />equipments were saturated with oil. <br />I asked for a sprint representative and there were none. Went to the Sprint building and talked to Gerald. He called <br />there Russell Farley, building maintenance, and with Daamon present we had a meeting over the phone. I relayed <br />the situation to him. He said if somehow we could resume wont tomorrow he could have the equipments removed. <br />I informed him that the storm drain has been plugged but there is a storm coming in and this could generate more <br />waste. He said he was ok with that. <br />Left scene at 9.30 pm. <br />Arrived on scene at 9.15 am Daamon Black was on site with Ken Carr.
