A statement explaining how the underground storage tank inspection
violation #41 will be resolved. Also send me a copy of the unburied pipe
check inspection log form.
3. A statement explaining how the hazardous waste generator inspection
violation #8 will be resolved. If a permanent EPA number is not going to
be obtained, state that a temporary EPA number will be obtained every
time non routine hazardous waste is generated.
From my understanding of the site, the facility may generate hazardous waste
from the following sources: Battery acid spills, Diesel fuel spills, Diesel
contaminated test water from UST spill container or UST secondary containment
tests (compliance testing done by LeMesnager Engineering).
If the facility is not routinely generating hazardous waste then a permanent EPA
number is not needed. A temporary or provisional EPA number can be obtained
every time non routine hazardous waste is generated. See attached fact sheet.
The facility also may generate universal waste from fluorescent lamps, computer
monitors, electronic devices, batteries. If the facility is a Conditionally Exempt
Small Quantity Universal Waste Generator then an EPA number is not necessary
for the universal waste. See the attached fact sheet for details.
Garrett Backus
Senior Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
600 E Main Street, Stockton CA 95202-3029
telephone: (209) 468-2986
fax: (209) 468-3433
email: gbackus@sjcehd.com
From: Carr, Kenneth W [Ericsson Contractor for Sprint]
[mailto: Kenneth.Carr@sprint.com]
Sent: Friday, December 10, 2010 3:54 PM
To: Wang, Chunpei [FIN]
Cc: Garrett Backus [EH]
Subject: RE: 3807 Coronado Ave., Stockton
Pete,
This is a follow up to the inspection performed last month
(at the Stockton switch) by Garrett Backus/San Joaquin
County Environmental Health Department.
As we discussed the issues brought out by the inspection
(and noted on the report faxed to you).. The first being the
need to obtain an EPA ID. After reviewing the report, I
believe you stated an EPA ID is a non -issue for the Stockton
site due to this location not producing hazardous waste.
The second issue, as noted email below has been resolved —
hopefully to Garrett's satisfaction — regarding the need to
document the UST "unburied pipe checks." This item is
being done — and documented locally.
12/17/2010
