Box 808, L-871 <br />Livermore, CA 94551 <br />Dear Mr. Scott: <br />On September 4 and 8, 2014 representatives of the U.S. Environmental Protection Agency (EPA) <br />conducted an unannounced Compliance Evaluation Inspection (CEI) of Lawrence Livermore <br />National Laboratory (LLNL) Site 300 with EPA ID No: CA2890090002. The purpose of the <br />inspection was to evaluate LLNL Site 300's compliance with applicable federal environmental <br />statutes and regulations, in particular, the Resource Conservation and Recovery Act (RCRA), as <br />amended, the regulations provided in the Code of Federal Regulations (CFR), Chapter 40, Parts <br />261-265, 268, 273, and 279, and the California Health and Safety Code (HSC), Division 20, <br />Chapter 6.5; and the California Code of Regulations (CCR), Title 22, Division 4.5; and specific <br />Hazardous Waste Facility Permit (Permit) provisions. Site 300 holds a hazardous waste facility <br />permit from the Department of Toxic Substances Control (DTSC). The permit expired <br />November 7, 2007, but is operative until LLNL Site 300's permit renewal application is <br />approved by DTSC. <br />The CEI consisted of an on-site inspection of generator areas, permitted waste storage and <br />treatment areas, and review of facility records. This inspection letter summarizes the potential <br />violations identified by the inspectors and the corrective actions that were completed prior to the <br />issuance of this letter. <br />Documentation submitted September 15, October 1, and October 20, respectively, adequately <br />address the federally enforceable RCRA potential violations which were noted during the <br />inspection, and documents LLNL Site 300's return to compliance with the Federal regulations <br />cited in the EPA's inspection summary. <br />EPA anticipates no further action with regard to these potential violations at this time. However, <br />this letter should not be construed as a determination by the EPA of your compliance with any <br />other applicable regulation. LLNL Site 300 must continue to take the necessary steps to maintain <br />and ensure compliance with all applicable Federal, State and Local environmental requirements. <br />
