RECEIVED <br />JAN 14 2016 <br />1. INTRODUCTION <br />ENVIRONMENTAL <br />HEALTH DEPARTMENT <br />This Contingency Plan identifies personnel responsibilities, emergency equipment, and <br />required actions necessary to mitigate potential incidents at the Waste Accumulation <br />Areas (WAAs) located at the Lawrence Livermore National Laboratory (LLNL) <br />Experimental Test Site 300 (Site 300) in San Joaquin County as shown in Figure 1. <br />This Plan is designed to prepare personnel to minimize hazards to human health and <br />the environment from fires and explosions, or any sudden or non -sudden releases of <br />hazardous, radioactive, or mixed waste constituents to the air, ground surface, or water <br />from waste stored in the WAA. <br />Site 300 typically has one WAA, but occasionally has a need to establish a WAA for a <br />short duration to properly manage hazardous waste during large scale projects. The <br />location of the WAA is shown in Figure 2 and identified in Table 1. As programmatic <br />needs change, it may become necessary to establish additional WAAs at Site 300. The <br />WAA is a small, regularly -monitored storage area where waste can be accumulated and <br />stored temporarily. Hazardous and mixed waste can be stored or accumulated in a <br />WAA for up to 90 -days, after which it must be transferred to a Department of Toxic <br />Substances Control (DTSC) authorized onsite treatment or storage facility or an <br />authorized offsite treatment, storage, or disposal facility (TSDF). <br />Hazardous, radioactive, or mixed waste is referred to as "waste" in this document. <br />Radioactive waste has been included in this Plan as a "Best Management Practice" to <br />aid in response, where appropriate. However, radioactive waste is not regulated by <br />DTSC under this Plan. <br />This Contingency Plan is divided into two parts: <br />1. The first part, referred to as the "General Plan," is general information that is <br />applicable to the existing and any subsequent WAAs. The General Plan includes <br />Sections 1-7 and Appendices A—C. <br />2. The second part, referred to as the "Site-specific Plan," contains site-specific <br />information for the existing and any subsequent WAAs. Site-specific Plans are <br />included in Appendix D. <br />A copy of the Contingency Plan (including the Site-specific Plan) will be distributed to <br />regulatory agencies and to public service organizations, such as local fire departments and <br />hospitals that may be called upon to provide emergency services. A copy of the General <br />Plan with the appropriate Site-specific Plan will be located at each WAA, so it can be used <br />in case of an emergency. <br />January 2016 <br />
