It was advised we not enter the transportainer at <br />the time of inspection for health reasons. <br />-microwaves stored outside of building 867 on a pallet <br />-items identified at the M80 Corp Yd which may be electronic and/or scrap metal <br />-CRT, circuit boards, chart recorder, etc. seen in building 817D aka "room with a view" <br />During the inspection it was difficult to identify if devices were electronic or scrap metal. It was also difficult to <br />determine if electronic devices were waste or if they had a use at the facility. <br />Photos 1-9, 5-16, 17-18, 23-24, 24-25 <br />Universal waste electronic devices, CRTs and CRT glass shall be stored in a manner that prevents breakage and <br />release to the environment. All broken universal waste electronic devices, CRTs, and CRT glass and releases shall <br />be immediately cleaned and containerized. Immediately store all universal waste electronic devices, CRTs, and <br />CRT glass in a manner that prevents breakage and release to the environment. If device is scrap metal ensure <br />recycling occurs. Provide to the EHD within 30 days a written response documenting what actions have been taken <br />to correctly handle the above listed items and what steps have been put in place to identify and manage electronic <br />devices, CRTs and CRT glass on the site. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Routine inspection conducted over a four day period-October 31,-.November 3, 2016. At the conclusion of the <br />inspection a checklist of violations was left on site. This inspection report is the final report from that inspection. <br />Violations were verbally discussed. <br />Photos received November 18, 2016. <br />Partial waste analysis was received for non-hazardous GAC, non-RCRA transformers, and non-RCRA sludge <br />on December 16, 2016. <br />Complete and submit the Return to Compliance certification with a statement addressing how each of the <br />violations has been corrected or will be corrected to the EHD within 30 days of receipt of the final inspection <br />report. <br />Outstanding violations from 2015: <br />Violation 106 Description: At Corp Yard 843, two 55 gallon drums and one open 5 gallon container of iron filings <br />were observed. <br />LLNL second response, received March 7, 2016: "LLNL's ... the iron filings in drums at the 843 Corp Yard <br />FA0003934 PR0514115 SCO01 10/31/2016 <br />EHD 22-03 Rev. 09/22/16 Page 8 of 9 RCRA Large Quantity Hazardous Waste Generator OIR <br />
