ESTREC MAR'NAP
16633 Ventura Boulevard•6n Floor
Encino, California 91436-1835
(818) 907-0400 Fax(818) 907-1104
May 14, 1997
o
SAN JOAQUIN COUNTY PUBLIC
HEALTH SERVICES
ENVIRONMENTAL HEALTH DIVISION
304 E. WEBER AVENUE, 3RD FLOOR
STOCKTON, CA 95202
RE: ACCOUNT#0001199
FACILITY ID: 001201
INVOICE#035060
Ladies&Gentlemen:
We have not paid the attached invoice for the following reasons:
-I'm not sure why there are two identical entries on the same date.
-I don't believe we really owe anything for this incident. It is my understanding that your office
investigates call-in reports, and charges a facility if there is in fact a problem attributable to the facility.
The facts in this case are that a boat did sink on Christmas Eve. However, the boat did not
belong to the marina,it caused no damage to the environment; and the small amount of gas and oil that
was released was properly handled by the marina staff that was on duty at the time.
Even though the boat did not belong to us(and in fact did not belong to any of our current
tenants-it was a boat that a prior tenant had left that we had been trying to get out of the marina),we
spent$700 pulling the boat up so as not to cause an environmental problem. We did so after speaking
with Fish and Game, who advised us that we had done all the right things but that they did not want the
boat left in the water.
Please reconsider this charge. If anyone should pay,it should be the owner of the boat, which we
will be happy to provide to you. However,we have just had to sell the boat at lien because of the owner's
continual uncooperative attitude and failure to pay amounts owed.
Very truly yours,
3
Me is L
.Reissig
Vice President,Western Area
Enclosure
cc: Bill Organ,Marina Manager
Cindee Scott,Regional Accountant
