November 16, 2006 <br />RETURN TO COMPLIANCE <br />On October 13, 2006, inspector Ray Von Flue arrived at the property address, 930 E. Charter Way for the <br />purposes of inspecting the property for compliance with EPA codes and witnessing the cementing of the <br />well found on the premises. <br />Inspector Ray Von Flue found the following violations <br />1. 66265.173(a) CCR Failed to keep containers of HW closed except when adding/removing HW. <br />Several containers were not kept closed. <br />2. 66265.191(b) CCR HW tank assessment not sufficient <br />Waste oil above ground storage tank needs to have an assessment before being placed back in use. <br />3. 66262.11 CCR Failed to determine if a waste is a hazardous waste. <br />Determine if red parts washer is a solved based washer. If so, handle according to Title 22 if you <br />are no longer to use it. <br />All of the violations were corrected in the following manner. <br />1. 66265.1739(a) CCR Failed to keep containers of HW closed except when adding/removing HW <br />Several of the containers did not have lids with them because many were misplaced or missing. <br />Upon search of the property several lids for containers were found and placed on the containers. <br />However, there were still a few lids we could not find. Therefore we purchased 6 extra lids from <br />Globalindustrial.com made of polyurethane to take the place of the original lids. Photographs are <br />provided to show the type of lids now being used. These lids are always placed on the containers <br />when not adding or removing hazardous waste. <br />2. 66265.191(b) CCR HW tank assessment not sufficient <br />Rather than getting the tank assessed we called Oil Conservation Service Inc (OCS) to remove the <br />tank according to State and EPA regulations. EPA ID NO. 980 673 842. Department of Health <br />Services Hazardous Waste Hauler Registration Number 1943. All paperwork provided by the <br />company are attached. <br />3. 66262.11 CCR Failed to determine if a waste is a hazardous waste. <br />A red parts washer was found in the repair shop and the inspector was suspicious as to contents of <br />the parts washer. Inspector became suspicious because older parts washers were contained highly <br />flammable solvent and were painted red. However, upon inspection the parts washer only had soap <br />and water. No solvent involved. Inspection first consisted of asking the employees as to having any <br />knowledge of the contents of the parts washer. Once employee elaimed to be only soap and water <br />I further tested his claim by running the washer and verifying the contents,visually. <br />e <br />Thank You, r <br />1 <br />Karim Bayanzay <br />
