<br /> Based on San Joaquin Country Environmental Health records,you have been identified as the owners
<br /> and/or operators of the above-named former service station(Site). In September 1994,two 6,000-gallon
<br /> and one 5,000-gallon gasoline and one 285-gallon waste oil underground storage tanks (USTs)were
<br /> removed from the Site. The USTs were located approximately 150 feet southeast of a children's day care
<br /> center and approximately 50 feet east of a residence. Analytical results of confirmation samples taken
<br /> during the UST's removal showed residual impacts to soil by petroleum hydrocarbons,with maximum
<br /> concentrations reported as: Total Petroleum Hydrocarbons (TPH) as gasoline(TPHg, 19,000 mg/kg),TPH
<br /> as diesel (TPHd, 10 mg/kg),benzene (B, 12 mg/kg),toluene(T, 650 mg/kg), ethylbenzene
<br /> (E,410 mg/kg), xylenes (X, 3,000 mg/kg), and lead(27 mg/kg). In a subsequent investigation conducted
<br /> in December 1999, the Preliminary Investigation Evaluation Report(PIER) revealed petroleum
<br /> hydrocarbon impacts to soil and groundwater, and recommended further delineation of latteraland vertical
<br /> extent of pollution. Maximum PIER soil analytical results were: TPHg (15,000 mg/kg),
<br /> B (5mgfk
<br /> T (1,300 mg/kg),E(370 mg/kg),X(2,500 mg/kg),MtBE(0.91 mg/kg), and Tertiary Butyl Alcohol (TBA,
<br /> 40 mg/kg). Maximum PIER grab groundwater analytical results were: TPg (2 ,000 jig/
<br /> ),
<br /> B (32,000 µg/L),T(71,000 gg/L),E(5,400 µg/L),X(29,000 µg/L),
<br /> TBA(130 gg/L).
<br /> In a letter dated 5 October 2005, San Joaquin County Environmental Health Department(SJCEHD)
<br /> transferred the regulatory lead agency status to the Regional Board, citing your non-compliance with
<br /> SJCEHD directives to further investigate the site. As new lead agency for your site,we request that you
<br /> submit a Workplan to conduct an investigation to define the lateral and vertical extent of soil and
<br /> groundwater contamination by 12 December 2005 and a Report of the investigation by 20 January 2006.
<br /> The Workplan shall also include:
<br /> • plans to collect adequate soil gas sample data to evaluate the potential for soil gas migration into
<br /> the structures identified above, and
<br /> • propose a health risk assessment.
